The Procurement Officer is to primarily support the Syria procurement and will also from time to time be required to support the rest of the program procurement depending on the existing needs according to IRW set guidance and standard operating procedures.

  • Ensure that there is value for money for all the procured good and services by seeing to it that all procured items are of good quality and meet the set standards.
  • Ensure that the request for payments tracker and procurement table are updated and shared with field offices on weekly basis.
  • The procurement officer will take lead in ensuring that contracts drafted meet the standard requirements before submitted for final approval.
  • Ensure IRW rules, regulations and procurement standards are upheld in all the procurement processes
  • Take part in achieving the performance objectives in the procurement and logistics sector by ensuring that 90% of the procurements are done timely.
  • Provide support to field procurement staff.
  • Help in tendering processes and identification of pre-qualified suppliers.
  • Preparation for all the procurement documents according to the documents check list and submit to SPLO for review before submission for approval.
  • Receive all the order request (OR) from field and update the procurement table before any procurement.
  • The procurement officer is responsible for all procurement filing and ensures that all documents are filed in an orderly manner for safety and easy retrieval. All originals invoices go to finance and copies retained in the procurement /logistics folders.
  • Responsible for the supervision, monitoring, and detailed recording of all Medical warehouse and stock movement activities consistent with IRW procedures requiring complete accuracy and timely delivery.
  •  
    • Ensure proper medical warehouse management. This includes storage space, condition, and the actual storage of stock.
  • Prepare appropriate forms for Logistics and designation of project and maintenance materials ensuring approval by the appropriate IRW staff, in consultation with the Finance team and Operations Team.
  • Work closely with vendors and the Procurement Officer to obtain needed materials with particular attention to cost control, quality and timely delivery.
  • Ensure maximum availability and implementation of controls and monitoring mechanisms for all logistics assets such as vehicles, generators, computers and all other technical items using either petrol or, diesel to maximize efficiency and ensure regular maintenance
  • Ensure appropriate management of communications systems at IRW sites
  • Check-in weekly basis with Sr Logistics and Procurement Officer, providing weekly updates (weekly work plan) on all logistical activities
  • Maintain familiarity with relevant logistics compliance issues as required by policies of IRW, donors, and legal statutes in order to ensure compliance.
  • To carry out other responsibilities and duties as requested by the line manager.

Reporting Arrangements

The procurement Officer will report to the Senior. Procurement & Logistics officer. The position will not have any supervision responsibilities at the beginning but depending on how the program evolves, the position may have supervision responsibility.


 

Essential:

  • A degree in Procurement & Logistics Management or the equivalent.
  • Relevant experience of 5 years and above, preferably working in a busy organization INGO environment.
  • Excellent communication in English both written and oral.
  • Excellent MS Excel and MS Word skills

  • Participation in protection-related trainings and familiarity with reporting mechanisms for misconduct or violations.
