JOB DESCRIPTION

PROJECT

Integrated Shelter, Food Security and Livelihoods Support for Safe, Dignified and Sustainable Return in Abul Thohur (Idleb) and Madiq Castle (Hama)

DUTY STATION

Idlib, Syria, with regular field visits to Abul Thohur and Madiq Castle

ABOUT THE PROJECT

IHH is implementing an integrated humanitarian and early-recovery project funded by the OCHA Syria Humanitarian Fund (SHF), supporting safe, dignified and sustainable return in Abul Thohur, Idleb Governorate, and Madiq Castle, Hama Governorate.

The project combines shelter rehabilitation, winterization and Core NFI assistance, cash assistance for food, bakery rehabilitation and subsidized bread provision, and agricultural and irrigation-related interventions. The Field Engineer will contribute specifically to the shelter rehabilitation and FSAL components.

JOB SUMMARY

IHH is seeking two Field Engineers to support the technical assessment, planning, implementation, supervision and verification of shelter rehabilitation activities under the project.

The positions focus on 150 conflict-damaged houses: 100 moderately damaged houses supported through Cash for Shelter and 50 heavily damaged but technically repairable houses rehabilitated through a contractor-led modality.

The Field Engineers will conduct household-level technical assessments, prepare Bills of Quantities (BoQs) and technical documentation, monitor rehabilitation works, verify quantities and quality, support Housing, Land and Property (HLP) due diligence, and maintain complete records in coordination with the Project Manager and field teams.

Where explosive-ordnance contamination is a concern, confirm that required site-safety checks and relevant risk-education measures have been completed in coordination with designated actors before works begin.

Report unsafe conditions, serious technical risks, safeguarding concerns and incidents through established IHH procedures.

Comply with IHH’s Code of Conduct, safeguarding requirements, Prevention of Sexual Exploitation and Abuse (PSEA) procedures and confidentiality standards.

Coordination, Monitoring and Reporting

Coordinate closely with the Project Manager, other engineers, field assistants, beneficiaries, contractors and relevant local stakeholders.

Explain approved technical scopes and requirements clearly to beneficiaries and contractors and report changes in site conditions promptly.

Prepare regular technical updates covering assessments, BoQs, inspections, verified quantities, implementation progress and outstanding issues.

Provide technical verification and supporting documentation for completed works to inform payment and financial-control procedures.

Maintain up-to-date electronic and hard-copy records for each housing unit and contribute technical information to project reports, monitoring and audits.

Promptly escalate suspected irregularities, quality concerns, deviations from approved procedures and other significant risks.

  • Bachelor’s degree in Civil Engineering or Architectural Engineering.
  • At least three years of relevant experience in construction supervision, building rehabilitation, shelter programming or a similar engineering position.
  • Demonstrated experience in technical assessments, damage classification, preparation of BoQs, cost estimates, technical specifications and inspection reports.
  • Practical experience monitoring construction or rehabilitation works and verifying quantities, materials and workmanship.
  • Good knowledge of building rehabilitation methods, construction materials, technical standards and quality-control procedures.
  • Experience in humanitarian shelter rehabilitation in Syria or with an international or local NGO is strongly preferred.
  • Experience in Cash for Shelter and contractor-led rehabilitation is an advantage.
  • Experience supervising irrigation channel rehabilitation, irrigation infrastructure or water-distribution works is an advantage.
  • Experience supervising bakery rehabilitation, building repair or similar small-scale infrastructure works is an advantage.
  • Familiarity with HLP due diligence and rehabilitation documentation is an advantage.
  • Proficiency in AutoCAD and Microsoft Office, particularly Word and Excel.
  • Strong reporting, documentation, organizational and problem-solving skills, with the ability to work independently in the field.
  • Fluency in Arabic and excellent proficiency in English, both written and spoken, are essential. Knowledge of Turkish is an advantage.

CORE COMPETENCIES

  • Technical assessment and damage classification.
  • Preparation and verification of BoQs and technical specifications.
  • Construction supervision and quality assurance.
  • Technical follow-up of irrigation infrastructure and bakery rehabilitation works.
  • Contractor coordination and verification of completed quantities.
  • Accurate technical documentation and reporting.
  • Problem-solving, attention to detail, planning and time management.
  • Communication, teamwork, integrity and accountability.
  • Commitment to safety, safeguarding, PSEA and protection mainstreaming.

WORKING CONDITIONS

The positions will be based at the IHH Idlib Office, with regular field visits to Abul Thohur, Idleb Governorate, and Madiq Castle, Hama Governorate, according to project implementation needs. Candidates must be able to travel to project locations and work effectively with field teams.
