Department: Human Resources Location: Damascus 

Reports To: HR Manager 

Job Purpose The HR and Capacity Building Senior Officer is responsible for leading human resource management functions and designing, implementing, and monitoring capacity-building initiatives to strengthen organizational performance. The role ensures compliance with HR policies, supports talent development, and fosters a culture of continuous learning. This role supports the HR Manager in implementing HR strategies, policies, and procedures, while also supporting HR team. The role will be basically responsible for all HR communications and coordination with the authorities.

1. Human Resources 

• Support the HR Manager in payroll processing, taxes and benefits administration, 

• Assist in performance management and employee development initiatives. 

• Provide capacity building for HR team and identify training opportunities. 

• Conduct regular visits to offices and engage with staff. 

• Ensure consistent communication across all staff. 

• Support HR Manager in implementation of the Code of Conduct, National Staff Handbook, and Duty of Care policies. 

• Support management in HR policies implementation, labor laws, and employee relations. 

2. Capacity Building 

• Conduct training needs assessments across departments. 

• Develop annual capacity-building plans aligned with organizational goals. 

• under the supervision of HRM, Senior HR and CB officer works on the implementation and follow-up of the approved capacity-building plan 

• Responsible for maintaining all documents and follow-up related to the Plan. Includes, but is not limited to: 

o Oversees the collection of data from probation evaluations and performance evaluations into the needs assessment; 

o Ensures that the Capacity Building Plan is completed and reviewed on a regular basis and that all action points are documented and followed up on; Negotiate with external providers necessary training, follow up on the procurement, and negotiations with the providers 

• Support the finance department while arranging payments to the suppliers/providers by providing full supporting documentation (payment requests, invoices, attendance sheets, etc) 

• Archive training certificates 

• Provides regular reports to HRM on the completion status of mandatory e-learning courses and sends reminders to those who have not completed the courses; 

• In charge of Internal Talents Mapping and creation of effective system of using internal resources for capacity development of PIN colleagues; 

• Ensures all training documents, including attendance sheets, are completed and archived in line with organizational requirements 

• Design and deliver training programs, workshops, and coaching sessions. 

• Monitor and evaluate the effectiveness of training initiatives. 

• In charge of coordination of regular induction sessions for both national and expatriate staff; 

3. Recruitment 

• Lead recruitment processes as assigned by the HR Manager. 

• Ensure transparent and compliant recruitment procedures in line with SOPs. 

4. HR Administration 

• Support contracted lawyers in all administrative tasks related to social security, taxes and labor law implications and requirements 

• Support in archiving of all HR-related documentation (soft and hard copies).

 • Support HR team with staff contracts and amendments, ensuring timely preparation and proper archiving in ELO and Navision. 

• Ensure use of updated templates provided by the legal department and coordinate as needed. 

• Maintain accurate HR data and support HR team in preparing HR samples for audits. 

• Keep HR databases, recruitment trackers, phone trees, and contact lists updated. 

• Ensure regular staff evaluations are conducted and that bonuses and development tools are applied per HR guidelines. 

• Track evaluation timelines and notify management when evaluations (including End of probation Evaluations) are due.

 5. HRIS Management 

• Ensure employee data in the HR Information System (HRIS) is regularly updated. 

• Maintain data accuracy and timely entry of employment changes and personal details. 

6. Compliance & Policy Implementation 

• Ensure HR practices comply with labor law and internal policies. 

• Assist in developing and updating HR policies and procedures. 

• Address employee relations issues and escalate complex cases to the HR Manager. 

• Prepare and submit regular HR and other relevant reports required as per the Labor Law. 

• Monitor HR procedures and recommend improvements.

• Bachelor’s degree in Business Administration or a related field; 

• Minimum of 4 years of progressive HR experience, preferably in INGOs; 

• Strong knowledge of Syrian labor law and HR best practices. Proven experience with practicing Syrian Labor is an advantage; 

• Strong sense of personal integrity and confidentiality; 

• Experience with capacity building is a strong advantage; 

• Excellent communication, coordination, and problem-solving skills; 

• Proficiency in Microsoft Office; 

• Fluency in English and Arabic (written and spoken) is required;
