The MEAL officer will be responsible for supporting the WATAN MEAL team in planning, tool design, documentation, data analysis, and reporting. Also, he/she will be working closely with the WATAN programs team, MEAL field team, INGO partners, and donors. This will include training field staff on best practice approaches to data collection, including ensuring the confidentiality and rights of beneficiaries are respected.

  • Conduct regular field visits to home rehabilitation sites to monitor the progress of construction works and ensure compliance with technical and timeline standards.
  • Track the achievement of project objectives and provide regular updates and reports to the direct Line Manager.
  • Design and develop Monitoring, Evaluation, Accountability, and Learning (MEAL) plans in line with project requirements.
  • Ensure the establishment and regular, accurate updating of the project's Master Beneficiary Database.
  • Collect, document, and follow up on beneficiary feedback and complaints received through WhatsApp, email, and field feedback boxes, while maintaining confidentiality and ensuring appropriate response.
  • Develop relevant data collection tools and templates aligned with donor frameworks and WATAN's logical framework.
  • Train and build the capacity of field staff on best practices in data collection, ensuring data quality and beneficiary privacy protection.
  • Analyze quantitative and qualitative M&E data, draw insights, and formulate recommendations.
  • Prepare and submit comprehensive reports on needs assessments, monitoring, evaluation, and verification activities as required by projects and donors.
  • Participate in meetings with WATAN partners and donors as necessary.
  • Perform any other project-related tasks assigned by the Line Manager.

Fully commit to WATAN Foundation's zero-tolerance policy on sexual exploitation and abuse (PSEA) and promptly report any suspected violations in accordance with established procedures.

  • Bachelor’s degree/Technician in Civil Engineerin

  • English advanced
  • Travel Availability
  • Minimum of two years of practical professional experience in the humanitarian or relief sector.
  • Proven prior experience in Monitoring, Evaluation, Accountability, and Learning (MEAL).
  • Practical experience in designing and managing feedback, complaints, and accountability mechanisms towards beneficiaries.
  • Outstanding analytical and strategic skills, with a proactive ability to identify challenges and collaborate effectively to resolve them.
  • Good familiarity with the social and geographical context of Deir ez-Zor Governorate.
  • Strong and demonstrated skills in preparing professional and analytical reports.
  • Flexible and initiative-driven personality, capable of managing variable and unpredictable workloads while efficiently prioritizing tasks.
  • High organizational skills, ability to multitask, and effective time management, with a proven track record of meeting deadlines.
  • Good knowledge of data visualization software (e.g., Power BI, Tableau, or similar tools).
  • Full fluency in written and spoken Arabic and English.
  • Advanced proficiency in Microsoft Word and Excel.
