Summary of the position

The Senior Operations Manager is responsible for leading and ensuring high-quality finance, logistics, procurement, human resources, and administration, and ensuring efficiency for the operation process to provide the shortest path and minimum cost.

Deputy Country Director for Programs, IMU MEAL Manager, Compliance Manager, Senior Programs Managers

Main tasks and responsibilities:

Financial management:

  • Provides quality oversight for finance and accounting functions, including bank account and cash management, budget development and management, donor financial reports, internal controls, and cash flow management.

Procurement and asset management:

  • Ultimate responsibility for effective and compliant procurement and asset management practices.
  • Refine procurement management systems and processes to ensure they are in accordance with SAMS and donor policies and US and Syrian laws.
  • Ensure procurement staff work in close collaboration with grants and inside Syria staff to plan and coordinate procurement needs.

Supply Chain Management:

  • Oversee the delivery of all logistics and supply chain activities and ensure compliance with local regulations, donor, and SAMS policies.
  • Develop new processes for the Logistics team to ensure efficiency regarding time and cost.
  • Work on warehouse management and ensure correlation with other departments in an asset management manner.
  • Maintain asset management and create a tracking system.
  • Ensure effective warehouse and stock management.
  • Ensure effective asset control.

HR Management:

Staff management:

  • Ensure direct reports have job descriptions and are aware of their responsibilities.
  • Develop performance objectives for each member of staff. Evaluate staff on a semi-annual basis.
  • Develop professional development plans for direct reports.
  • Delegate appropriately.
  • Build an effective team approach, ensuring direct reports are working together effectively.
  • Hold weekly team meetings with direct reports for planning purposes, information sharing, and problem-solving.

Strategic workforce management:

  • Ensure SAMS organizational policies and systems are the basis for SAMS Syria's human resource policies and systems.
  • Provide human resource metrics to country and regional leadership.
  • Work with senior management to determine workforce needs, including staffing,
  • Professional development, human resource policies.
  • Ensure SAMS Syria program human resource processes are in accordance with local labor laws.
  • Ensure effective coordination with human resource managers from other NGOs in Syria responding to the crisis.

Recruitment and orientation:

  • Ensure each position has a job description.
  • Design a sourcing strategy to identify qualified candidates.
  • Manage the interview process with relevant supervisors.
  • Work with senior country management to decide salary offers.
  • Ensure effective orientation processes for new hires.

Performance and professional development

  • Develop and implement a performance management system.
  • Ensure each position has performance objectives.
  • Develop and implement a professional development system.
  • Develop and implement retention strategies and initiatives.
  • Advise supervisors in determining appropriate disciplinary plans of action.
  • Act as an impartial mediator in disciplinary procedures and ensure it is administered in an equitable and fair manner and meets local labor laws.
  • Design reward systems beyond annual salary increases.

Administrative:

  • Promote and model a positive, professional, and respectful office culture.
  • Initiate team-building initiatives.
  • Ensure an effective and positive transition for exiting employees.
  • Ensure effective internal communications.
  • Work with the country program leadership to resolve issues/conflicts in the workplace in a professional manner.
    Act as an impartial mediator in disciplinary procedures and ensure they are administered in an equitable and fair manner, and meet local labor laws.
  • Develop and implement a professional development system.
  • Manage the security team.

Representation:

  • Represent SAMS in all relevant fora in relation to the position duties, e.g., the Government of Syria, NGOs, and donors.

Office culture:

  • Promote and model a positive, professional, and respectful office culture.

Mandatory Qualifications required:

  • University degree in business management or any related field.
  • At least 5 years of experience in operations management, including a minimum of 3 years in a managerial role.
  • Minimum of 3 years of managerial experience within the NGO sector.

Languages:

  • Fluent in written and spoken Arabic (mother tongue)
  • Fluent in written and spoken English

The salary will be defined according to the ongoing SAMS Syria Office salary scale .
