Project Expert - Humanitarian Response /Damascus
Welthungerhilfe is strengthening its humanitarian response and is looking for a Project Expert –
Humanitarian Response who can lead this portfolio with clarity, build strong relationships, and
represent WHH credibly in humanitarian coordination spaces.
This is a hands-on role. You will manage projects, ensure quality delivery against plans and
budgets, and play an active part in humanitarian coordination in Damascus. Strong
communication and networking skills are essential. You will be present in key meetings,
advocate for WHH’s work, and help position the organization to spot and seize opportunities
What You’ll Be Responsible For:
Project Leadership & Delivery
• Lead the humanitarian response portfolio in line with WHH standards and donor
requirements.
• Manage project planning, budgets, implementation, monitoring and reporting ensuring
timely, quality delivery.
• Provide strategic oversight of partner-implemented activities: stay on top of progress,
risks and results.
• Update and implement the Emergency Preparedness and Response Plan (EPReP) and
support coordinated assessments and responses.
• Review and adjust project plans and budgets as needed.Proposal Development & Resource Mobilisation
• Identify co-financing opportunities in the thematic area.
• Lead or contribute to the development of project proposals in collaboration with the Head
of Programmes and Head of Finance.
• Ensure proposals align with donor strategies and WHH priorities.
Coordination, Representation & Networking (Damascus-based)
• Represent WHH in relevant coordination meetings at national and governmental level in
Damascus.
• Build and maintain strong working relationships with donors, UN agencies (ECHO,
OCHA, WFP, UNHCR, UNICEF), government counterparts and other stakeholders.
• Be a visible and credible advocate for WHH’s humanitarian work. Your presence and
voice in Damascus coordination spaces matter.
• Expand WHH’s network with civil society, government and other relevant actors.
• Accompany donor visits and support external communication and visibility efforts.
Team Leadership & Operations
• Manage project staff according to WHH leadership principles and policies.
• Ensure security management, compliance, and proper use of funds.
• Contribute to country strategy discussions and keep informed on broader organisational
topics
Your profile
Who We’re Looking For
You are a strong communicator and networker who can lead projects, coordinate partners
effectively, and represent WHH with credibility in humanitarian spaces. You have:
• A bachelor’s degree (technical college degree or equivalent).
• 2 to 3 years of relevant professional experience in humanitarian or development work in
Syria.
• Proven ability to manage projects (including partner-led implementation), develop
proposals, and deliver against plans and budgets.
• Excellent interpersonal and communication skills. You are comfortable being present in
coordination meetings, advocating for the organisation, and building relationships.
• Fluency in Arabic and English.
• Willingness to be based in Damascus and maintain an active presence in humanitarian
coordination forums.
• Ability to work independently within a given scope, take initiative, and adapt to complex
operational environments.
