The NWS MEAL Coordinator is responsible for leading the implementation, coordination, and continuous improvement of Monitoring, Evaluation, Accountability, and Learning systems across all programs in the region. This role ensures that MEAL practices are in line with RI’s global and Syria-level strategies, and that data is used effectively to inform program design, implementation, and decision-making.

The Coordinator will contribute and lead the development and application of MEAL tools in the hub, ensure the quality and timeliness of data collection and reporting, and lead efforts to build MEAL capacity within the team and among implementing partners.

Working closely with program, technical, and grants teams, the MEAL Coordinator will ensure that MEAL systems are responsive, inclusive, and aligned with donor requirements and organizational standards. The position requires strong leadership, analytical thinking, and the ability to coordinate across departments and stakeholders to drive evidence-based programming.

Supporting Data Collection & Management

  • Design and manage data collection tools and methodologies aligned with donor and RI requirements on WoS level.
  • Oversee the accuracy, timeliness, and completeness of data collection and ensure proper analysis and reporting.
  • Maintain and update indicator tracking tables (ITTs), highlighting variances and ensuring timely reporting.
  • Manage digital data collection platforms (e.g., Kobo Toolbox) and support integration into centralized dashboards.
  • Collaborate with IM and Accountability teams to improve data flow, automation, and standardization of tools.
  • Support the design and maintenance of project logframes on LogAlto and ensure regular updates.
  • Coordinate with TPMs and external evaluators, facilitating access and follow-up on recommendations.
  • With support of IM, explore and implement automation tools such as Power Automate to streamline issues tracker and MEAL workflows.
  • Conduct regular Data Quality Assessments (DQA) across RI and partner data to ensure accuracy, completeness, and reliability.
  • Lead the design and implementation of sampling methodologies to ensure data representativeness and alignment with project objectives.
  • Contribute to the harmonization of MEAL tools and templates across hubs.
  • Coordinate and participate in monthly MEAL-programme and partner meetings to ensure alignment, information sharing, and timely issue resolution.
  • Support the rollout and standardization of MEAL packages, including tools, guidelines, monitoring frameworks, and aggregation sheets.
  • Promote alignment of MEAL practices with RI’s MEAL strategic objectives and donor expectations.
  • Collaborate with MEAL, program, and grants teams for integrated planning and reporting.
  • Ensure consistent application of MEAL standards across all projects and partners.
  • Maintain and update an issue tracker to monitor delays in feedback response and ensure timely resolution in coordination with field teams.
  • Utilize dashboards to monitor issues tracker responsiveness and identify operational bottlenecks for continuous improvement.

Harmonization & Coordination

Team Management & Capacity Building:

  • Supervise MEL field teams, ensuring effective delegation, scheduling, and task follow-up.
  • Provide technical support and on-the-job coaching to MEL officers and field enumerators.
  • Deliver capacity-building sessions on MEL tools, data collection, and reporting standards.
  • Support field teams in conducting surveys, assessments, and evaluations in coordination with management.
  • Fill operational gaps and assist with daily MEL tasks as needed.
  • Promote a collaborative and accountable team culture aligned with RI values.
  • Ensure MEL staff are equipped to manage workloads efficiently and meet reporting deadlines.
  • Support the Syria MEAL Manager to explore opportunities for AI integration in MEAL systems and lead the development of training agendas.
  • Ensure partner MEAL systems align with RI standards and donor requirements and provide feedback for improvement.
  • Provide technical support and training to partner MEAL staff on monitoring tools and data collection.
  • Facilitate regular coordination and review meetings with partner focal points (in-person and virtual).
  • Promote effective communication and collaboration between RI and partner MEAL teams.
  • Participate in partner review processes and ensure follow-up on MEAL-related action points.
  • Lead the preparation and submission of Hub MEAL sections in donor reports (monthly, quarterly, final).
  • Ensure timely, accurate, and quality reporting of MEAL outputs for internal and external use.
  • Conduct regular data interpretation sessions with program teams to inform decision-making.
  • Contribute to dashboard development and data visualization for improved learning and adaptation.
  • Review and validate monitoring reports, ensuring constructive feedback and follow-up.
  • Coordinate MEAL reporting deadlines with grants, partners, and field teams.
  • Support proposal development with relevant MEAL inputs (needs assessments, frameworks, indicators).
  • Ensure the highest standards of behavior inside and outside of work promotes the values in RI’s code of conduct and safeguarding policies.
  • Be a model for ethical conduct standards for other team members.
  • Ensure own actions and the actions of the teams members they manage do not impact the safety of the RI team and the vulnerable communities we serve.
  • Ensure external stakeholders are aware of RI conduct and reporting mechanisms.
  • Report any concerns.

Partner’s Support

  • Ensure partner MEAL systems align with RI standards and donor requirements and provide feedback for improvement.
  • Provide technical support and training to partner MEAL staff on monitoring tools and data collection.
  • Facilitate regular coordination and review meetings with partner focal points (in-person and virtual).
  • Promote effective communication and collaboration between RI and partner MEAL teams.

Essential criteria

  • Bachelor’s degree or higher in statistics, social sciences, or a related field.

  • Minimum 5 years of experience in MEL within humanitarian or development settings.

  • Proven experience in designing and managing data collection methodologies, including sampling strategies and digital data tools (e.g., Kobo Toolbox).

  • Demonstrated ability to lead MEAL system harmonization with partners, data quality assurance, and dashboard development.

  • Experience in developing MEAL packages (tools, forms, SOPs, aggregation sheets) and managing indicator tracking systems.

  • Strong analytical skills with experience in data interpretation, triangulation, and producing actionable insights for decision-making.

  • Advanced proficiency in data analysis and visualization tools, including Power BI, Excel (pivot tables, dashboards).

  • Demonstrated experience in managing, training, mentoring, and building capacity of MEAL staff and partners.

  • Fluency in Arabic and English, both written and spoken.

    Desirable criteria

  • Experience using statistical software EPI-Info, SPSS and STATA are a plus.

  • Experience using AI tools or platforms for humanitarian data analysis and decision support

  • Experience with statistical analysis software such as Stata, SPSS, or EpiInfo.

  • Prior experience working in remote management situations.

  • Cultural and political sensitivity, with the ability to work effectively in diverse, dynamic, and often insecure environments.
