The Area Manager leads Relief International’s (RI) operations in North West Syria, ensuring the delivery of high-quality, timely, and impactful humanitarian and recovery programs. This role is responsible for strategic planning, program oversight, operational effectiveness, team leadership, risk management, and ensuring compliance with internal policies and external requirements. The Area Manager serves as the primary representative of RI in the area of responsibility and plays a critical role in inter-agency coordination, stakeholder engagement, and safeguarding RI’s reputation and mission delivery.

Accountability and Complexity

  • Contribute to the country level strategic planning process in coordination with the Country Director and SMT, ensuring alignment with RI’s global and Syria country strategies.
  • Ensure integrated planning between programmatic and support functions for cohesive and coordinated response in NWS, in collaboration with Country level functional leads.
  • Coordinate closely with technical advisors and support departments to align program approaches and ensure compliance with donor and RI standards.
  • Ensure efficient and effective administrative functions including logistics/procurement, asset management, HR, and office services.
  • Monitor NWS Area Office performance and lead continuous improvements in operational systems and internal controls.
  • Ensure full compliance with RI’s finance, HR, and procurement policies and donor requirements.

Security and Risk Management

  • Lead security and risk mitigation strategies in close coordination with the Safety and Security focal points.
  • Ensure local security procedures are maintained, understood, and followed by all staff.
  • Monitor the security environment and adapt security protocols as needed.
  • Provide regular security briefings to staff and visitors; ensure timely communication of risks to Country Director and Safety and Security Manager.
  • Support rollout of safety and security trainings and ensure emergency preparedness.

Representation and Coordination

  • Serve as RI’s primary representative in North West Syria with local authorities, UN agencies, peer NGOs, coordination mechanisms, and other external stakeholders.
  • Ensure constructive engagement with local communities, partners, and relevant coordination mechanisms.
  • Strengthen partnerships with local organizations and authorities for enhanced local ownership and sustainability.

Compliance and Reporting

  • Ensure timely, accurate, and high-quality internal reporting on potential or actual breaches to RI, donor, and local legislation.
  • Evaluate risks and advise on mitigation strategies to the Country Director and Country level SMT.
  • Collaborate with compliance and audit functions to ensure continuous improvement and corrective actions are taken on time.
  • Lead or support key donor visits, audits, or external evaluations within the area of responsibility.

Management and Leadership

  • Provide administrative (matrix) management and leadership to NWS Area Office staff across functions, including Safety and Security, Project Management, Technical Specialists, MEAL, Supply Chain & Operations, HR, and Finance.
  • Foster a collaborative, high-performing team culture through clear communication, staff development, and accountability.
  • Ensure effective coordination between programmatic and support teams for seamless program delivery and operational efficiency.
  • Represent RI with local authorities, coordination mechanisms, peer NGOs, and country-level functional focal points to strengthen partnerships and influence humanitarian response.

Behavior and Conduct

  • Ensure the highest standards of behavior inside and outside of work promotes the values in RI’s code of conduct and safeguarding policies
  • Be a model for ethical conduct standards for other team members
  • Ensure own actions and the actions of the teams members they manage do not impact the safety of the RI team and the vulnerable communities we serve
  • Ensure external stakeholders are aware of RI conduct and reporting mechanisms
  • Report any concerns

Essential criteria

  • Advanced university degree in International Development, Business Administration, management, or related field.
  • Minimum 7 years of relevant management experience in humanitarian and/or development programs, with at least 3 years in conflict or complex emergency contexts.
  • Proven experience in leading multi-sectoral teams and managing large-scale operations.
  • Strong leadership, communication, and representation skills.
  • Fluency in English and Arabic is required.
