For over 30 years, PIN has delivered relief and development assistance in more than 40 countries worldwide. Since 2012, PIN has been operational in Syria, providing humanitarian and early recovery support to conflict-affected communities in NWS and NES. Under the Whole of Syria (WoS) structure, PIN implements integrated programs across Syria through coordinated field offices. PIN’s programs focus on Emergency Food Assistance, WASH, Education, Civic Participation and Empowerment, and Early Recovery and Livelihoods General Position Summary The IT Officer is responsible for supporting the daily IT operations in the Aleppo office and other PIN locations when required. The position supports the IT & Procurement Team Leader in ensuring smooth operation of IT equipment, networks, communication tools, user accounts, IT inventory, and technical support services. The IT Officer will provide first-level IT support to staff, assist in maintaining IT systems and equipment, support onboarding and offboarding processes, help with documentation and archiving, and ensure that IT activities are implemented in line with PIN internal procedures, security standards, and donor requirements
Daily IT Support • Provide daily IT support to staff, including troubleshooting hardware, software, printer, scanner, internet, email, Microsoft 365, Teams, SharePoint, and other IT-related issues. • Respond to IT support requests in a timely and professional manner. • Diagnose basic technical issues and provide practical solutions or escalate complex cases to the IT & Procurement Team Leader, or HQ IT Department when needed. • Support users with basic IT guidance and instructions when required. • Assist staff with the proper use of laptops, printers, office equipment, internet, shared folders, and communication tools. 2. IT Equipment Installation, Maintenance, and Follow-up • Install, configure, and maintain laptops, desktops, printers, scanners, routers, switches, access points, UPS devices, and other IT and communication equipment. • Prepare laptops and IT equipment for new staff, including software installation, updates, configuration, and handover. • Ensure that all IT equipment is properly labeled, tracked, and used according to PIN procedures. • Perform regular checks on IT equipment and report any technical issues, damages, missing items, or maintenance needs. • Coordinate repair and maintenance of IT equipment with the supervisor and approved service providers when required. • Support basic troubleshooting of electrical and power-related issues affecting IT equipment, in coordination with support staff. 3. Network and Connectivity Support • Support the operation and monitoring of the office network, including LAN, Wi-Fi, routers, switches, access points, and internet connections. • Monitor internet connectivity and report any interruptions, weak performance, or technical problems. • Assist in troubleshooting local network issues and support basic configuration under the supervision of the IT & Procurement Team Leader. • Coordinate with internet service providers when required and as instructed by the line manager. • Support the setup and basic maintenance of network equipment in offices, guesthouses, and other PIN premises when needed. 4. User Accounts and Access Support • Assist in setting up new user accounts and user profiles in coordination with the IT & Procurement Team Leader and HQ IT. • Support staff with access to Microsoft 365, Outlook, Teams, SharePoint, OneDrive, printers, and other approved systems. • Assist in access changes, password reset support, and account-related troubleshooting. • Support the onboarding and offboarding process by preparing IT equipment, checking account access, and ensuring equipment return. • Ensure that access requests and user account changes are handled according to PIN procedures and approval lines. 5. IT Inventory and Asset Management • Maintain and regularly update the IT inventory in Navision/Navi or any other approved inventory system. • Ensure that all IT assets are properly recorded, assigned, transferred, returned, and archived. • Prepare and maintain IT handover forms, equipment transfer forms, and return documentation. • Conduct regular physical checks of IT assets and report discrepancies to the line manager. • Support the annual inventory process for IT equipment. • Ensure proper electronic archiving of IT-related documents in ELO or other approved systems. 6. Software, Updates, and IT Security • Install approved software and ensure that laptops and IT equipment are updated and properly configured. • Support basic security checks, including antivirus status, system updates, device compliance, and safe use of equipment. • Report any suspicious IT activity, security incident, lost equipment, or unauthorized access immediately to the line manager. • Support staff in following IT security rules, including password protection, data protection, email safety, and proper use of PIN systems. • Assist in implementing IT instructions received from HQ IT or the line manager. 7. Documentation and Reporting • Maintain proper documentation for IT support cases, asset movements, repairs, maintenance, and technical issues. • Prepare simple IT reports when requested by the line manager. • Keep records of recurring IT problems and propose practical improvements. • Ensure all IT files, forms, and supporting documents are organized and archived properly. • Update IT trackers regularly, including equipment, support requests, maintenance, and follow-up lists. 8. Coordination and Communication • Coordinate daily with the IT & Procurement Team Leader regarding priorities, pending IT issues, equipment needs, and urgent cases. • Communicate professionally with staff and departments regarding IT support, equipment, access, and technical matters. • Liaise with HQ IT when instructed by the line manager. • Coordinate with logistics, finance, HR, and program teams when IT support is related to staff onboarding, equipment, payments, inventory, or office operations. • Support field offices remotely or in person when required and approved by the line manager. 9. Training and Capacity Building • Provide basic IT guidance to staff on the use of laptops, printers, Microsoft 365, Teams, SharePoint, OneDrive, and other common tools. • Support staff in applying basic IT security practices. • Prepare simple user instructions or guidance notes when needed. • Help improve staff awareness of proper IT equipment use and reporting of issues. 10. Other Responsibilities • Perform any other IT-related tasks assigned by the Line Manager based on mission needs. • Provide full or partial coverage for IT colleagues during their absence when assigned. • Support emergency IT needs and urgent technical issues when required. • Understand and comply with PIN Code of Conduct, internal policies, IT security rules, National Staff Handbook, and relevant donor requirements.
Required Skills and Qualifications • Minimum 1–2 years of relevant experience in IT support, technical support, or a similar position. • Good knowledge of Windows operating systems, Microsoft Office, Outlook, Teams, SharePoint, OneDrive, printers, scanners, and common IT tools. • Basic knowledge of networking, including LAN, Wi-Fi, routers, switches, access points, and internet troubleshooting. • Ability to troubleshoot common hardware, software, printer, and connectivity issues. • Good organizational skills and ability to follow up on multiple IT tasks. • Attention to detail, especially in IT inventory, documentation, and equipment handover. • Ability to communicate clearly and professionally with staff and suppliers/service providers. • Good English language skills required; • Ability to prioritize urgent IT support requests. • Ability to work under pressure and respond to technical issues in a practical way. • Trustworthy and able to handle sensitive information such as equipment records, user access, and internal systems. • Willingness to learn and follow PIN IT procedures and security standards. Preferred Qualifications • Previous experience with NGOs or international organizations is an advantage. • Experience with Microsoft 365 administration support is an advantage. • Experience with Ubiquiti, MikroTik, Starlink, VPN, routers, switches, and access points is an advantage. • Experience with inventory systems such as Navision/Navi is an advantage. • Experience with electronic archiving systems such as ELO is an advantage. • Basic knowledge of IT security, data protection, and device compliance is an advantage. Key Working Relationships Internal: IT & Procurement Team Leader, Operations Team, HR, Finance, Logistics, Program Teams, Field Offices, HQ IT Department. External: Internet service providers, IT maintenance providers, approved IT suppliers, and technical service providers when required. Performance Expectations The IT Officer / IT Assistant is expected to: • Respond to IT support requests in a timely manner. • Keep IT inventory accurate and updated. • Maintain proper documentation and archiving. • Support smooth onboarding and offboarding of staff. • Ensure IT equipment is functional, secure, and properly assigned. • Communicate clearly with staff and escalate issues when needed. • Follow PIN procedures and maintain confidentiality at all times.
