Under the Line Management of the Aleppo Humanitarian Access and Security Supervisor (ALP HAS Supervisor), HAM HAS Officer facilitates humanitarian access to Hama and North Center Area and the management of the day-to-day security of Humanity & Inclusion operations in the areas defined.

 

  1. Responsibility 1-1: Gathers and analyses information on humanitarian access and security, and disseminates it to teams, in order to anticipate and prevent any potential risks for the implementation of HI’s humanitarian aid.
  • Organizes the network of key people for the gathering of information on access and security in the intervention areas
  • Gathers and analyses information relating to the context, access and key actors
  • Disseminates this information in an appropriate manner to our various audiences
  • Participates and represents HI in meetings and other formal or informal settings concerning security and humanitarian access.in Hama. Other areas can be added according to the needs define by NCA HAS Supervisor.
  • Act as one of the focal points for getting needed approvals from local authorities to support HI programs in Hama under the supervision and validation of NCA HAS Supervisor.
  • Maintain active contact with Security and Access/Liaison counterparts from peer agencies (including I/NGOs), authorities, and other relevant actors identified in Hama
  • In coordination with NCA HAS Supervisor, Hama HAS Officer makes the necessary contacts and procedures with relevant key actors and different HI Focal Points in case of any threat for HI in Hama
  • Maintains a database and map of events in the country that affect security and humanitarian access
  • Identify access obstacles and proposes solutions/recommendations as a part of reactive access practices.
  1. Responsibility 1-2: Helps with the management of teams’ operational security.
  • Strengthens the acceptance of HI in intervention areas. Examples: maintains good relations with local       communities.
  • Helps draft security documents:
  • Provides risk-analysis grids produced in workshops with teams in the field;
  • Provides updates to the Security Plan, SOP, and Contingency Plan;
  • Helps implement and ensure compliance with the security procedures.
  • According to the NCA HAS Supervisor’s framework, prepares and/or validates certain HI staff movements and act as one of the focal points for tracking movements during working hours. Can also support for tracking movement in NCA area.
  • Provide recommendations based on context monitoring and analysis regarding the suspension/withdrawal of field team movements and/or mission operations
  • In coordination with NCA HAS Supervisor on managing Security Guards tasks in Hama office.
  • Report any violation of security rules in the main office and during the implementation of activities to NCA HAS Supervisor and area Manager.
  • According to the NCA HAS Supervisor ’s framework, supports logistics with the management of ‘safety’ files (evaluation of HI premises, emergency kit, means of communication etc.)
  • Supporting the NCA HAS Supervisor and Area Manager, produces analyses and recommendations during security incidents
  • Monitors the reporting of security incidents and systematizes ‘lessons learnt’ exercises
  • Assists with exploratory missions in new areas, mainly by carrying out security and humanitarian-access assessments.
  • Support Hama base in the follow up to all teams field activities in conjunction with NCA HAS Supervisor to facilitate project implementation in the area
  • Support Hama Base in his contribution to the awareness of HI staff (national and international) about security risks and ensuring that security documents are understood and implemented.

 

  1. Responsibility 1-3: Builds staff capacities in terms of humanitarian access and security.
  • Updates staff regularly on security developments (including the potential impact for HI) by ensuring that relevant events are disseminated via HI’s staff-information channels.
  • Gives security briefings for new starters and helps with their induction.
  • In collaboration with the NCA HAS Supervisor, prepares and leads themed workshops and training courses for HI employees (drivers, guards, project employees etc.).

 

  1. Responsibility 1-4: Reporting
  • Provide daily information about major security/context events of the day and disseminate them among HI teams as relevant. 
  • Provide security report on a regular basis, define by NCA HAS Supervisor, compiling the major events and related analysis and trend. 

 Collect information on security incidents and prepare drafts of Security Incident Reports. 

 

Mandatory Qualifications/Requirements

  • Education: 

  • A university degree in Public Relations, Law, or a closely related academic background.

 

  • Professional Experience:

  • 5 years of experience in an international NGO in a similar position

 

  • Professional & Personal skills required:

  • Proficiency in English (written and spoken)
  • Proven experience in context analysis and security monitoring
  • Strong understanding of risk assessment and access analysis in complex environments
  • Familiarity with security incident response and crisis management
  • Proficiency in liaison with local authorities (civil, military, tribal)
  • Skilled in developing and implementing security procedures and contingency plans
  • Experience with training staff on safety, security tools, and standard operating procedures
  • Strong ability in managing and coaching security personnel (guards)
  • Excellent command of security reporting, mapping, and information management tools
  • Solid knowledge of humanitarian principles and field operations
  • Proficient in communication tools and mapping software
  • High sense of responsibility, discretion, and confidentiality
  • Strong analytical thinking and ability to work under pressure
  • Excellent strategic planning and forward-thinking
  • Strong interpersonal and network-building skills
  • Team player with the ability to work in multicultural settings
  • Calm, composed, and solution-oriented under stress
  • Strong organizational and prioritization capabilities
