Program Implementation and Technical Oversight
• Implement quality control and quality assurance methodologies when assessing community
liaison (CL) activities: liaison, survey, Explosive Ordnance Risk Education (EORE), Non-
Ensure AFH teams implement activities according to the approved work plans and CL Standard
Operating Procedures (SOPs).
• Provide technical supervision and support to EORE & NTS Supervisors and Team Leaders.
• Ensure mine action projects utilize standardized protocols, policies, and guidelines as
recommended by MAG, Action For Humanity, and UNMAS.
• Ensure all field-based mine action and risk education staff adhere to GBV best-practice
principles, Gender Equality and Social Inclusion (GESI), Protection from Sexual Exploitation,
Abuse, and Harassment (PSEAH), and safeguarding protocols.
• Engage in leading all research and learning activities in relation to mine action.
• Assist in the development and testing of risk awareness information, communication, and
education tools.
2. Planning and Monitoring
Set project plans including:
• Detailed Implementation Plan (DIP)
• Procurement Plan
• Human Resource Plan
• Spending/Projection Plan
• Plan, gather, and analyze baseline assessments.
• Ensure Risk Education Knowledge Retention Surveys are conducted 3–6 months after sessions,
along with pre- and post-RE surveys.
• Contribute to the design and implementation of monitoring activities (programmatic, operational,
and financial).
• Ensure regular follow-up on monitoring data to inform decision-making and project adjustments.
• Evaluate progress, define performance indicators, and implement quality assurance protocols in
coordination with the M&E Department.
Monitor project risk levels and the effectiveness of mitigation strategies, reporting to the IEP Program
Manager.
3. Reporting and Communication
• Ensure all internal and external narrative and financial reports (weekly, monthly, interim, and final)
are submitted on time to relevant stakeholders.
Coordinate with the Monitoring and Evaluation team to compile monthly mine action reports,
quarterly trend analysis, and improve reporting quality.
• Ensure updates on mine action and risk education projects are regularly provided to the IEP
Manager, partners, donors, and stakeholders.
• Attend coordination and partner meetings, including those with UNMAS, in coordination with the
IEP Program Manager.
4. Team Leadership and Capacity Building
• Effectively manage the project team, fostering collaboration and performance.
• Coach, mentor, train, and support the development of project staff.
• Identify trends and patterns in community liaison implementation and share lessons learned to
improve quality.
5. Financial and Administrative Management
• Manage project budgets and oversee financial projections.
• Prepare and follow up on project financial requests.
• Ensure proper project documentation and accurate compilation of data.
6. Stakeholder Engagement and Risk Management
• Maintain effective communication with partners, donors, and local authorities.
• Ensure programmatic, financial, safety/security, and reputational risks are identified and managed
appropriately.
• Ensure appropriate follow-up and decision-making based on relevant data from mine action
projects.
• Perform any other duties as assigned by the IEP Program Manager.
Preferred bachelor’s or master’s degree in a related field Social Studies or Business
Administration, English literature, etc.), humanitarian studies, or International Development.
Experience in Mine Action and Risk Education is considered an added value, further enriching
the capacity to address protection concerns in high-risk and post-conflict environments.
General Work Experience:
A minimum of 2 years of experience as a mine action project manager, with an understanding of
community-based awareness-raising and behavior change strategies, is considered a strong asset.
