As part of the projects team, the MEAL officer will have to fulfil the following tasks and responsibilities:

Design and set up the Monitoring and Evaluation System

  • Provide the required support in reviewing the projects’ log frame matrix, particularly in the areas of performance indicators and their measurement
  • Design and manage the implementation of projects MEAL plans for Syria projects
  • Provide support in the development and/or finalization of the projects work plan and keep it updated in accordance with projects activities and timeframes as relevant.
  • Design and roll out the relevant data collection and monitoring tools as required, such as survey questionnaires, pre-post monitoring tools, PDM, KAP and participant satisfaction surveys, among others.
  • Develop the overall framework for projects MEAL, for example, mid-term projects review, impact assessment, final evaluation, and developing projects Performance Monitoring Plan with relevant data collection systems.
  • Review the quality of existing data in the projects’ subject areas, the methods of collecting it, and the degree to which it will provide good baseline statistics for impact evaluation
  • Developing baseline data for projects component and for all projects indicators
  • Ensure that the impact of all interventions is measurable, enhancing accountability to beneficiaries, and gender equality is met.
  • Routinely perform quality control checks of monitoring and evaluation work, overseeing that planned monitoring and evaluation activities are taking place across projects.
  • Collaborate with the Projects Management unit as assigned by MEL Expert in reviewing and preparing monthly, quarterly and final narrative reports.
  • Closely work with the projects staff during the participants targeting, selection, verification, registration, and management process.
  • Managing field staff MEAL assistants, daily workers, and weekly work plan for onsite visits.
  • Develop CommCare Applications and visualization using Power BI.
  • Regularly update dashboards and dataset.

Implementation of MEAL and Coordination

  • Collect data on a regular basis to measure achievement against the performance indicators.
  • Develop and manage an updated database and information management system for the projects plan, indicators and monitoring activities for projects
  • Monitor projects activities/ output/outcome indicators and provide data against targets with consideration of projects quality and provide timely feedback to supervisors and partners through written reports on a weekly/monthly/quarterly basis.
  • Coordinate and facilitate lessons learned events among partners and communities to promote sharing of knowledge generated from projects-level community reflections, projects monitoring and evaluations to improve future program selection, design and implementation as well as improvements in existing frameworks
  • Ensure all relevant MEAL information is collected according to the specified means of verifications in a timely manner.

Communication

  • Producing reports on MEAL findings and preparing presentations based on MEAL data as required.
  • Providing the Projects Manager with management information she/he may require.
  • Checking that monitoring data is discussed in the appropriate forum and in a timely fashion in terms of implications for future action. If necessary, create such discussions to fill any gaps.

Complaints Response Mechanisms (CRM)

  • Mainstream the Core Humanitarian Standards (CHS) and Complaints Response Mechanism (CRM) in the projects to enhance accountability.
  • Ensure the appropriate tools for program accountability mechanisms, and reporting are adopted and rolled out, and functional for all projects partners.
  • Track and manage complaints like complaint database, tracking sheets and ensure that all complaints are tracked and closed timely.
  • Support the projects staff in ensuring sufficient community participation at all stages of projects implementation.
  • Follow up with AAP expert for addressing complaints and feedback and enhancing learning from accountability.

Other Duties

  • Traveling to all areas of work to monitor program activities via observation and stakeholder interviews.
  • Performing other duties as may be assigned by the MEL Expert and Head of Projects.
  • Ensuring compliance for all participants in terms of data privacy, informed and signed consent, and data protection.

Education:

First-level University degree in statistics, demographics, public policy, economics, or related field. An advanced certificate in M&E, statistics, or economics is preferred.

Working experience:

  • Minimum of three (3) years of professional experience in an M&E position responsible for implementing M&E activities
  • Experience in designing, implementing, and operating projects M&E systems from projects initiation to closeout stages.
  • Experience in designing and managing participant monitoring and database systems.
  • Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and performance monitoring plans.
  • Knowledge of the major evaluation methodologies (e.g. qualitative, quantitative, mixed-method, and impact) and data collection and analysis methodologies.
  • Experience in planning and managing surveys.
  • Experience in developing and refining data collection tools.
  • Experience with data quality assessments and oversight.
  • Experience in managing and providing training to target beneficiaries.
  • Ability to facilitate and serve as a projects liaison for externally managed evaluations

Skills:

  • Good knowledge of program implementation, monitoring, and evaluation techniques, and practices.
  • Familiarity with impact assessment is an advantage
  • Familiarity with some of the substantive issues handled by the projects, such as agricultural activity, cooperation, social cohesion, and training.
  • Good knowledge and experience regarding gender mainstreaming.
  • The ability to perform a variety of conceptual analyses required for the formulation, administration, and evaluation of projects.
  • Excellent analytical skills.
  • Good team player, flexible and capable of working with a multinational country team, and capable of working under pressure.
  • Good computer application skills.
  • Good organizational skills.

Language Skills: Fluency in English and Arabic
