The MEAL Officer plays a key role in implementing monitoring, evaluation, accountability, and learning activities under the guidance of a Senior MEAL Officer. This position is responsible for leading field-level MEAL implementation, training MEAL Assistants and daily workers on data collection tools, supporting quality monitoring, drafting visit reports, raising red flags, and managing the logistical and security arrangements required for MEAL operations. The MEAL Officer ensures that field activities are conducted efficiently, with strong data quality, timely coordination, and full compliance with internal and external requirements. 

  1. Assessment and Monitoring Implementation
  • Lead the planning and implementation of MEAL field activities including assessments, baseline/endline surveys, post-distribution monitoring (PDM), FGDs, and evaluations.
  • Ensure that all necessary approvals for data collection are obtained, including coordination with authorities and relevant stakeholders.
  • Train and coach MEAL Assistants and enumerators on data collection tools, ethics, quality standards, and best practices.
  • Conduct regular field visits to supervise and participate in data collection, ensuring accuracy and adherence to protocols.
  • Support the piloting and revision of MEAL tools under the guidance of Senior MEAL Officers.
  • Provide day-to-day field supervision and support to MEAL Assistants and daily enumerators, including quality assurance and troubleshooting.
  • Facilitate communication between field staff and the MEAL department to ensure smooth implementation and feedback loops.
  • Support Assistants in handling community engagement challenges and ensuring respectful, clear, and ethical communication with participants.
  • Work closely with Senior MEAL Officers to align data collection tools with indicators and project logframes.
  • Ensure that tools, forms, and processes follow MEAL and sectoral standards (e.g., PIRS, CHS).
  • Support technical backstopping and learning sessions with MEAL and program teams when needed.
  • Develop the MEAL tools using advanced well-designed XLS for KoBo Toolbox or ODK.

 

  1. Data Quality, Cleaning, and Archiving
  • Conduct daily data checks and validations during and after data collection to identify and resolve inconsistencies, errors, or incomplete submissions.
  • Ensure all collected data is submitted on time, properly named, cleaned, and archived in line with data management standards.
  • Participate in the data cleaning process and coordinate with the assestants to ensure data sets are ready for analysis.
  • Track and verify data flow from collection through submission.

 

  1. Reporting and Documentation
  • Draft clear, concise monitoring and field visit reports summarizing findings, red flags, lessons learned, and actionable recommendations.
  • Document and escalate urgent issues related to protection, quality concerns, or community dynamics to the Senior MEAL Officer.
  • Ensure proper documentation and archiving of all MEAL tools, raw data, reports, and field notes in coordination with the MEAL team.

 

  1. Operational and Logistical Coordination
  • Coordinate with logistics, security, and admin teams to ensure timely availability of vehicles, devices, materials, and field supplies.
  • Support MEAL Assistants in planning and managing logistics for fieldwork.
  • Ensure all MEAL activities adhere to security protocols and access is coordinated with relevant authorities when necessary.

Essential:

  • University degree or diploma in social sciences, education, statistics, or a related field.
  • At least 2 years of experience in data collection or a MEAL-related position.
  • Language proficiency: English (B2 level preferred), Kurdish (preferred in specific contexts).
  • Experience coordinating with local authorities or community leaders in humanitarian or development settings.
  • Understanding of basic statistical and sampling methods.
  • Native Arabic speaker with strong communication and interpersonal skills.
  • Understanding of MEAL principles, humanitarian standards, and data quality protocols.
  • Proven ability to lead data collection processes, supervise field teams, and ensure data quality.
  • Ability to work independently and manage time and tasks under pressure.
  • Strong experience in data cleaning, validation, submission, and archiving.
  • Strong knowledge of the local culture and context, including geographic familiarity with implementation areas.
  • Commitment to the organization’s Code of Conduct and core values.
  • Ability to handle field challenges and engage with communities effectively and respectfully.
  • Familiarity with Kobo, ODK, or other mobile data collection tools.
  • Ability to use MS Excel, Word, or basic data entry systems.

Preferred:

  • master degree in social sciences, education, statistics, or a related field.
  • Familiarity with GIS, data cleaning scripts (Python, R, or Stata) is a strong asset.
  • Knowledge in developing different data collection tools.
  • Good experience in reporting and communication abilities.
