Position Description

The HR Manager is responsible for leading and managing all aspects of human resources within the organization. This role ensures the implementation and continuous improvement of HR systems, policies, and procedures in alignment with the organization's values, strategic objectives, and operational standards. The HR Manager oversees the full HR lifecycle, including recruitment, compensation and benefits, performance management, staff development, and employee well-being, while ensuring compliance with labor laws and internal regulations. The role plays a critical part in fostering a productive, inclusive, and compliant work environment.

  • Oversee and enhance the organization's HR systems and ensure they align with SSU's values, goals, and operational standards.

  • Regularly review, update, and implement HR policies and procedures, ensuring compliance with labor laws and internal standards.

  • Coordinate monthly payroll and social security processes in collaboration with the finance and administration departments.

  • Support periodic salary benchmarking, analysis, and the revision of salary structures as necessary.

  • Develop and maintain standardized HR tools and templates for attendance, performance appraisals, training needs assessments, and leave tracking.

  • Ensure accurate tracking and full documentation of staff attendance, leave balances, and other personnel records.

  • Maintain and regularly update job descriptions for all positions in line with organizational needs.

  • Develop and implement Key Performance Indicators (KPIs) and contribute to staff performance evaluations and development plans.

  • Lead recruitment processes, including job postings, shortlisting, interviewing, and assigning appropriate pay grades to new hires.

  • Design and oversee employee training, development, and career progression plans in coordination with senior management.

  • Champion employee well-being initiatives and contribute to a positive and inclusive organizational culture.

  • Perform other duties as assigned by senior leadership to support overall organizational effectiveness.

  • Bachelor's degree in Human Resources, Business Administration, or a related field; a Master's degree is preferred.

  • Minimum of 5 years of progressive experience in human resources, including at least 3 years in a managerial or leadership role.

  • Strong knowledge of Syrian labor law and its application in humanitarian and development contexts.

  • Demonstrated ability to work effectively under pressure and meet tight deadlines in dynamic and fast-paced environments.

  • High proficiency in both Arabic and English, with excellent verbal and written communication skills.

  • Proven ability to engage and communicate with diverse stakeholders, including government entities, civil society, partners, and the public, through multiple channels (in-person, written, phone, and email).

  • Experience working with local and international NGOs, donor-funded programs, and government institutions is an asset.

  • Exceptional organizational, leadership, and interpersonal skills with a collaborative and solution-oriented mindset.

  • Strong cultural sensitivity and demonstrated ability to lead and work effectively within diverse and multicultural teams.

  • Willingness and ability to travel to project locations across Syria, subject to safety and security conditions.
