 Nabni, is looking for a facility manager for its operations in Syria. This is a senior role that will serve as the main entry point of the Facility at country level. They are responsible for coordinating the Facility’s support to local NGO (LNGO) partners and proactively engaging with national and local stakeholders throughout the project cycle to ensure coordination and improved acceptance of the Facility.

The role combines both strategic elements – helping shape the strategy of the Facility, monitoring the operational context in the country and making recommendations to the Facility Director or adaptations necessary, position the Facility among and representing it to key stakeholders, advising and supporting with partner selection, as well as operational elements – linked to supporting and maintaining oversight of all aspects of the operations of local partners.

The role will have some of the following responsibilities:

  • Spearhead the strategy design at the field level of the Facility approach and monitoring of the same.
  • Overall responsibility of managing the relationship with Facility grantee organisations.
  • Contribute to and advise on access negotiations for local NGO grantees.
  • Support the early market engagement (EME) process, including the assessments for areas of operation, partners mapping, stakeholder outreach, and contributing to the strategy for funding allocation
  • In conjunction with Facility Director, liaise with donors on funding and partnerships.
  • Lead proactive engagement with high-level national, regional and local authorities, ensuring the Facility’s acceptance.
  • Liaise regularly with development actors in the area of operations.
  • Provide regular inputs into policy, advocacy and communications initiatives of the Facility
  • Ensure capacity development initiatives – as part of the Technical Assistance Plans of grantees, are in place for local grantee organisations and reflect the Facility’s commitments to equitable partnerships.
  • Contribute to the Call for Proposals process at national level, including the co-creation of grantee projects.
  • Support the development of concept notes, project proposals, and budget development for potential Facility grantees.
  • Support project grantees with the identification of infrastructure and peace promotion interventions.
  • Responsible for conducting capacity assessments, capacity development plans, and coordination of technical assistance for project grantees.
  • Collaborate actively with the MEAL and Knowledge Management Advisor, learning partners and the Third-Party Monitoring consultant to monitor partnerships and projects, and propose adaptations if required.
  • Represent the Facility in policy, coordination and research fora to advance its strategic objectives at the country level.
  • Responsible for drafting or providing inputs to reports, updates, and briefing notes as necessary.
  • Responsible for the oversight and monitoring of projects with a total budget of at least 5 million Euros.
  • Coordinate with NRC Country Offices in the implementation countries, as needed.

  • Minimum 5-7 years of experience in a senior management position  
  • Prior expertise in implementing and monitoring programming in fragile contexts of the MENA Region and specifically in Syria is mandatory.
  • Demonstrated understanding and experience of working closely with national civil society organisations across Syria.
  • Proven experience working on partnerships with local organisations, supporting capacity development activities or in leading local organisations.
  • Advanced University degree in social sciences, international development, conflict studies, public policy or another related field.
  • Fluency in English and Arabic, both written and verbal.
  • Demonstrated experience in representation and advocacy.
  • Specific knowledge of German development cooperation is an advantage.
  • What we offer:

  • Note: applicants must be legally eligible to work in Syria. We are unable to provide work permits or visa sponsorships for this position.
  • Duty station: Damascus, Syria.
  • Contract:12 months. Renewal based on funding and performance.
  • Travel: 30% within Syria, occasionally to Amman.
  • Salary/benefits: Grade 10 on NRC’s Syria’s national salary scale
