The IT and Procurement Officer is responsible for supporting both IT services and procurement activities. This role ensures the smooth operation of IT equipment and services, while also supporting procurement (support to Team Leader) and asset management. The Officer works closely with the IT & Procurement Team Leader and other staff to maintain compliance with PIN and donor guidelines.


IT Support: • Provide daily IT support to staff, troubleshooting software, hardware, and network issues. • Manage installation, operation, and maintenance of IT and communication equipment. • Maintain an inventory of IT equipment in Navi and ensure proper electronic archiving in ELO. • Set up new user accounts and manage user profiles across PIN offices. • Periodically check and monitor electrical installations and power supply, coordinating maintenance and repairs with support staff. • Refer any complex or priority IT issues to the Senior IT Officer or HQ IT Department. • Provide training in basic IT skills as required. Procurement • Review PRFs and requests from various departments, ensuring compliance with PIN procurement policies and guidelines. • Based on needs prepare and send out quotation forms; collect and review quotations. • Prepare bid evaluation reports and bid comparison tables; obtain necessary approvals from committee members. • Manage the tender process: distribute RFQs to shortlisted suppliers, receive bids, and support evaluation committees. • Draft tender notices and contracts and submit them to the IT & Procurement Team Leader for review. • Organize and archive all procurement and tender documentation; • Communicate with suppliers for clarifications, negotiations, and contracting. • Support the IT & Procurement Team Leader and field teams with specifications, market prices, and request preparation as needed. Order Management and Follow-up • Ensure timely implementation of all approved requests and purchase orders. • Maintain and regularly update the PRF/order follow-up tracker. • Notify relevant departments of any potential delays or issues. • Follow up on orders through ELO and ensure all procurement functions are documented in the system. • Coordinate with the warehouse and program teams to ensure delivery and receipt of requested items. Supplier Management • Participate in selecting and approving local suppliers as part of the pre-qualification process. • Maintain and update the vendor database and log supplier performance and incidents. • Monitor supplier performance and report any misconduct or contract violations. • Maintain ongoing communication with suppliers regarding procurement implementation, quality assurance, and delivery. Market Analysis • Conduct regular market surveys for frequently procured goods and services. • Perform ad hoc market research upon request from the supervisor or program teams. Coordination and Communication • Coordinate daily with supervisors, IT & procurement team leader, and team members under direct supervision. • Communicate with program departments for clarifications on specifications, delays, or deliveries. • Liaise with the finance department regarding payment processing and procurement document archiving. • Ensure effective communication with suppliers for all procurement-related matters. Other Responsibilities • Perform other tasks assigned by the Line Manager based on the mission’s needs, programs, and projects. • Provide full or partial coverage for colleagues during their absence, as assigned by the Line Manager. • Understand and adhere to the mission’s National Staff Handbook, PIN Code of Conduct, PIN Key Policies, and relevant guidelines.

 

Strong sense of organisation • Coordination skills to be able to agree with colleagues on priorities and details • Knowledge of Microsoft excel, Microsoft word • Able to prioritise • Excellent communication skills (external communication) • Knowledge of Arabic, English is an advantage • Experience on similar position for at least 2 years • Sounds knowledge of IT processes, able to provide general IT support, liaise with HQ for complicated problems • Sense for detail (contract preparation, tender notice preparation) • Knowledge of procurement standards and processes.
