Job Title: Medical Projects Coordinator (Nationals Only)

Department: Health & Nutrition Program

Direct report to: Health & Nutrition Program Manager

Job Location: Preferred Damascus (with field travel as required)

Job overview

As part of the Program Department, the Medical Coordinator supports the implementation and quality of health programs that are high-quality, evidence-based, impactful, and innovative.

  • Program Planning, Management, and Implementation
  1. Support the Health & Nutrition Program Manager in developing operational plans for health programs, ensuring alignment with HIHFAD’s country strategy and operational priorities in Syria.
  2. Support implementation of health program activities to ensure effective, integrated, and quality service delivery.
  3. Assist in the development of strategic plans, project proposals, and budgets for health projects.
  4. Monitor program and project spending, providing variance analysis and recommendations in accordance with organizational procedures.
  5. Conduct regular field visits to monitor health activities and ensure compliance with program objectives and standards.
  6. Ensure timely and high-quality submission of program performance reports and documentation.
  7. Ensure implementation of activities in line with national health policies, Ministry of Health protocols, and humanitarian standards.
  • Coordination, Representation, and Partnerships
  1. Coordinate program implementation with Ministry of Health (MoH), local authorities, and relevant stakeholders at national and local levels.
  2. Develop and maintain effective working relationships with local partners and health counterparts.
  3. Represent HIHFAD in health sector meetings, coordination forums, workshops, and relevant technical platforms.
  4. Support the development of program concepts and contribute to high-quality grant proposals.
  5. Collaborate with regional and HQ program and business development teams to secure funding opportunities.
  6. Ensure program alignment with national health priorities and regulatory requirements in Syria.
  • Staff Management and Capacity Building
  1. Provide technical guidance, supervision, and support to Senior Health Officers, Health Officers, and facility staff.
  2. Line manage assigned project staff, including day-to-day supervision and performance monitoring.
  3. Facilitate regular team meetings to review project performance and ensure effective information sharing.
  4. Support staff capacity building, coaching, and professional development planning.
  5. Assist in conducting performance evaluations in coordination with the Health & Nutrition Program Manager.
  • Financial Management
  1. Manage project budgets and ensure expenditures comply with approved budgets, donor requirements, and HIHFAD financial procedures.
  2. Review monthly project spending and recommend corrective actions for under- or overspending.
  3. Work closely with the Finance Department to ensure accurate financial tracking and reporting.
  4. Ensure accountability and proper documentation of project expenses.
  • Monitoring, Reporting, and Quality Assurance
  1. Monitor program indicators and ensure data quality and proper documentation.
  2. Ensure health services meet quality standards and organizational guidelines.
  3. Identify implementation challenges and recommend improvements.
  4. Support accountability to beneficiaries and quality service delivery mechanisms.
  • Office Culture and Organizational Compliance
  1. Promote a positive, professional, and respectful working environment.
  2. Ensure adherence to organizational policies, procedures, and ethical standards.
  3. Perform other tasks as assigned by the Health & Nutrition Program Manager.

Education Level: University degree in Medicine, Pharmacy, Public Health, or other relevant health field.

Work Experience: Minimum five years of experience in health project management, preferably in humanitarian or emergency/conflict settings.

Experience working with Ministry of Health and local authorities is highly preferred.

Languages: English: C2 Arabic: C2

Skills and Abilities

• Demonstrated knowledge of the Syrian health context is strongly preferred.

• Experience in health programming and primary health care interventions.

• Knowledge of donor regulations and compliance requirements.

• Fluency in English (written and speaking ) and Arabic required.

• Strong organizational, analytical, and problem-solving skills.

• Ability to manage multiple priorities and meet deadlines.

• Excellent interpersonal and communication skills.

• Ability to work independently and within a team.

• Preference for Damascus-based candidates.
