The Grants Officer is responsible for supporting the Programs department in Syria with adherence to donor regulations and maintenance of comprehensive award files for all active and closed grants in Syria. Under the supervision of the Deputy Country Director for Programs, the Grants Officer’s primary responsibilities include maintaining reporting and deliverables trackers; ensuring up-to-date filing of award deliverables, donor correspondence, and monthly project management trackers/tools (PMTs); participating and recording minutes of in-country grant kickoff meetings; and supporting implementing partner vetting and management, in compliance with the SAMS Grants & Partnerships Manual.

The ideal candidate should possess a bachelor's degree in a related field and have two years of relevant work experience in grant or project administration. Familiarity with donor agency regulations and strong communication skills are preferred. The Grants Officer should be extremely organized, assertive, and capable of working under pressure, prioritizing tasks, and collaborating effectively in cross-functional teams. Proficiency in English and Arabic is required, and competencies in grant/partnership cycle management, contract review, remote management tools, and MS Office are essential for success in this role. Prior experience in health, mental health, psychosocial support, gender-based violence, or medical education programs is a plus.

The Grants Officer will be expected to interact most closely with the Programs and Operations departments in Syria, as well as the Programs and Compliance staff at Headquarters, who will provide technical support and oversight.

Key relationships:

Programs, Project Finance, Supply Chain, Advocacy, SAMS Regional and HQ Offices, and SAMS partners.

Main tasks and responsibilities:

Grant Administration

  • Schedule a go/no-go meeting to review opportunities, document meeting minutes, and share the go/no-go memo for Syria SMT review and signature
  • Participate in HQ review of incoming grants and contracts as a representative of the Syria Office
  • Schedule, record minutes, and follow up on all action items assigned during award kickoff meetings
  • Ensure that the Syria Office has all of the necessary knowledge, tools, and templates required to manage awards.
  • Maintain robust trackers and filing for all donor reporting and deliverables, as well as internal PMTs, in coordination with HQ Programs colleagues
  • Ensure close-out checklists are completed and filed for each award
  • Support internal and external audit preparation, serving as an audit focal point for Syria Programs and reviewing and uploading required documents for auditors
  • Consult with HQ for ad hoc queries from Programs related to donor compliance.

Implementing Partner Management

  • Support Syria office in executing an organized, transparent, and efficient implementing partner selection process, through leading coordination of pre-award due diligence and capacity assessments and ensuring documentation is complete
  • Draft partner negotiation and selection memos for review by Syria Office SMT and HQ Programs
  • Participate in HQ development of partner agreements, modifications, MOUs, and pre-award letters, representing the Syria office
  • Assist Syria Programs team in implementing partner monitoring and capacity-building through documenting partner kickoff meetings, regular partnership review meetings, and closeout meetings; following up on all action items assigned; and maintaining comprehensive, up-to-date partnership files through to closeout of partnership agreements

Compliance

  • Promote adherence to Grants and Partnerships manual and support country offices to strengthen internal controls and risk mitigation mechanisms related to grant management, safeguarding, HR, finance, security and procurement
  • Facilitate training for new hires in Syria Office on Grants & Partnerships Manual and Amplifund Grants Management System, in coordination with HQ Programs colleagues
  • Schedule, record minutes, and follow up on all action items assigned during award closeout meetings
  • Perform other duties and responsibilities as assigned

Mandatory Qualifications required:

  • A University Degree in A related field , such as business management, or an equivalent certificate
  • Minimum 3 years’ experience in Grants and partnerships—preferably with international NGOs and/or community-based organizations
  • Excellent verbal and written communication skills, including drafting project proposals and reports.

Skills and Abilities

  • Prior knowledge of donors and experience with regulations of major donor agencies such as USAID, the U.S. Department of State, the EU, GIZ is preferred.
  • Ability to work in a professional and cordial manner with fellow staff members, visitors, partner institutions including international and local NGOs, governmental entities, support organizations, and the general public
  • A multi-tasker with strong ability to work under pressure Flexibility, creativity, and the ability to maintain a rapid and demanding pace of work
  • Ability to perform in cross-functional team approach
  • Ability to prioritize work, meet deadlines, and produce quality results on time with attention to detail.
  • Proficient in using computers with related knowledge of software programs and the Internet.
  • Prior experience with health, mental health and psychosocial support (MHPSS), gender-based violence, and/or medical education programs is desired, but not required.

The salary will be defined according to the SAMS Syria Office salary scale, ongoing.
