Under the technical supervision of the Health & Nutrition technical specialist, the Medical Officer will be responsible for overseeing the delivery of quality healthcare services at RI supported Health Facilities and RI’s partners. In coordination with other departments, he/she will provide technical support to the medical staff at RI’s supported health facilities through supportive supervision, appropriate skilled staffing, staff capacity development, and monitoring staff adherence to established standards of service care and ensure compliance with health service standards will be critical to the success of RI-supported and RI’s partner health facilities. Their role requires a balance of independent decision-making and teamwork to address complex healthcare challenges effectively.

Planning and Implementation

  • Take lead in implementation of health activities in the supported Health Facilities (HFs) while ensuring that provided health services meet accepted established quality standard package of care
  • Regularly provide direct support to the supported HFs to ensure day-to-day running of the health services.
  • Monitor and technically supervise the assigned healthcare providers in the supported facilities through ongoing communication and field visits.
  • Participate in designing health work plans at the health facility level by providing suggestions and inputs related to the context and health needs and priorities.
  • Identify prevalent epidemic diseases in the community and set up appropriate strategies to be implemented in case of epidemics and other health emergencies.
  • Take the lead in assessing the day-to-day needs in the HFs of intervention and participating in designing program adaptations according to context evolution.
  • Conduct regular clinical audits, case reviews, and case studies to ensure treatment of patients complies to treatment guidelines and protocols.
  • In coordination with Community health and nutrition officer, provide technical support required to ensure effective integration of Community Health program into primary healthcare.
  • Conduct mandatory (for donors) quarterly HF checklists and submit reports to the line manager on findings and recommendations for addressing identified gaps

Staff management and Capacity development

  • Actively participate in the recruitment process of medical staff at the supported HFs
  • Assess regularly capacity needs of the medical staff and align training plans to meet the identified needs
  • Participate in capacity building planning and implementation for the organization's local partners as needed.
  • Organize and conduct training for HF medical staff offered by according to the training planner/tracker using internal or external sources

Collaboration and Coordination

  • Coordinate with the medical commodity officer to periodically review drug consumption reports provided by the dispensers and analyze drug consumption against consultations and morbidities.
  • Conduct regular inventory of medical equipment and devices in the HFs to identify gaps and propose procurement
  • Participate in regular and ad hoc medical meetings conducted in the health department and share activity updates, challenges and develop context-based solutions to address gaps
  • Coordinate with MEAL team to review and respond to Community Feedback Mechanism (CFMR) comments/ requests and provide updates on follow up action points developed to address the gaps.
  • Work closely with the protection team in the facility to ensure program integration and mainstreaming including inter-sector referrals.
  • Work closely with the WASH team and program officer to identify HF rehabilitation needs and propose required infrastructure improvement
  • Coordinate closely with the WASH team to ensure the best practices within the facility, including IPC, cleaning and sterilization of medical equipment and medical waste management.
  • Coordinate closely with Program Officers to ensure that all needed support, running costs, and documentation are in place and provided regularly.
  • Use a structured MoM template to conduct monthly HF staff meetings, focusing on prescription audit findings, HF supervision findings, and HF data on services offered.
  • Represent RI in different technical working group forums, including MHPSS TWG, RMNCH TWG as assigned by the department head.
  • Attend technical training provided by external (NGO/partners) or internal sources and cascade trainings to HF staff.
  • In collaboration with program officers, to provide the needed (medical and non-medical) BoQs for the health facilities as required.

Documentation and reporting

  • Review the EWARN weekly report shared by the IMO and follow up on the cases with the field team and health team.
  • Review and analyze health facility reports, support the compiling of timely project reports, and submit all requested reports regularly as needed.
  • Participate in monthly HF data review meetings and share the findings with the IMO and line manager
  • Conduct monthly prescription audits using beneficiary prescription forms and upload the findings to the KOBO system, and provide quarterly analysis and reports to line supervisor

Essential criteria

  • Minimum first degree in Medicine from a recognized institution/ university.
  • Minimum of 5 years of experience in clinical practice in health care inside Syria with at least 2 years supervisory or managerial role within a healthcare setting.
  • Strong knowledge of public health principles and medical protocols.
  • Experience working with NGOs in humanitarian or developmental context
  • Good in English, written and speak.
  • Strong computer literacy (Excel, Word, internet).
  • A team builder with excellent people skills; culturally sensitive.
  • Ethical and reliable with strong interpersonal skills.

Desirable criteria

  • Post-graduate qualifications such as specialization in one of clinical fields or public health or other related fields are an added advantage.
  • Experience in managing health programs in emergencies or low-resource settings.
  • Experience in organizing and conducting training programs for healthcare staff.

Sensitivity to and understanding of cultural differences and the impact on healthcare delivery.
