Under the supervision of the Inclusive Education (IE) Project Manager, and in close coordination with the Regional IE Field Technical Specialist, the IE Technical Officer is responsible for ensuring the technical quality, coherence, and relevance of inclusive education interventions across the project cycle. The role provides technical guidance and capacity strengthening to project teams, partners, and education stakeholders, supports the design and adaptation of tools and approaches, and ensures alignment with organizational standards and international frameworks. The IE Technical Officer contributes to monitoring, evaluation, accountability, and learning (MEAL) processes to generate evidence, inform decision-making, and continuously improve inclusive education programming.
 

1.     Mission 1: Provides guidance and technical support to IE projects in accordance with the overall technical frameworks and standards.

·       Provide technical guidance and capacity-strengthening support to project managers, inclusion case workers (ICWs), and implementing partners, focusing on inclusive education strategies and practices.

·       Ensure that project activities are implemented in alignment with HI’s inclusive education technical standards and identify areas for improvement or adaptation as needed.

·       Adapt or develop IE-specific project tools and documents in line with global and organizational standards, including support plans, inclusive learning strategies, and teaching adaptations.

·       Collaborate with the MEAL team to collect, analyze, and report on technical data related to IE activities, identifying trends and gaps.

·       Represent IE technical aspects in coordination with education sector stakeholders and technical partners when delegated by the PM or specialist.

·       Identify topics for research or technical studies relevant to inclusive education.

·       Support and supervise data collection for research, evaluations, or case studies related to IE outcomes and practices.

 

2.     Mission 2: Provides technical learning from IE projects
Objective: Ensure ongoing learning and improvement in IE programming through documentation, feedback, and adaptation.

       2.1 Provides the technical expertise for his/her project

·       Ensure IE activities align with international and HI-specific inclusive education norms and best practices.

·       Adapt training packages, inclusive pedagogy guides, and support materials to be contextually appropriate and aligned with technical standards.

·       Facilitate communication between field teams and global/technical specialists to ensure relevant guidance and sharing of IE innovations.

·       Gather evidence and learning (qualitative and quantitative) for capitalization and scientific documentation related to IE interventions.

·       Contribute to learning processes (such as lessons-learned workshops, success stories, case studies) under the PM or specialist's direction.

·       Document and disseminate lessons learned, good practices, and challenges from the IE field.

·       Integrate audit and evaluation feedback into IE activity planning and implementation.

·       Lead or contribute to self-evaluations and project evaluations focused on the technical quality of IE programming.

·       Stay up-to-date on evolving IE norms and anticipate nexus-related adjustments (e.g., humanitarian-development linkages).

·       Propose and contribute to the design of studies exploring innovations or gaps in inclusive education.

·       Supervise IE-related data collection processes for research and monitoring purposes.

·       Collaborate on the development of Terms of Reference (ToR) for project evaluations focused on education inclusion.

·       Follow through on recommendations from evaluations to improve IE technical quality.

·       Ensure technical quality and impact of all IE interventions, in coordination with the PM and technical team

 

3.     Mission 3: Contributes to the animation of its trade sector.
Objective: Build technical capacity of staff and partners in inclusive education and foster a professional community of practice.

·       Support the recruitment of IE-focused staff by contributing to technical assessments and interviews.

·       Design and deliver inclusive education trainings to project staff, teachers, school authorities, and other stakeholders.

·       Support the development and implementation of tailored skills upgrading plans in inclusive education.

·       Identify and contribute to the professional development of local technical talent in the IE sector (training, coaching, mentoring).

·       Facilitate the sharing of IE best practices through coordination of workshops, training sessions, and community of practice forums.

·       Contribute to the development and monitoring of IE-specific indicators and operational data, ensuring appropriate tools are in place for data collection.

·       Ensure data collection tools and processes align with MEAL and IE technical guidance and are inclusive in design and implementation.
 

4.     Mission 4 : Contributes to ensuring HI's technical influence in Inclusive Education

Objective: Strengthen HI’s presence and advocacy in the field of Inclusive Education.

·       Represent HI’s IE technical expertise in relevant local networks, working groups (e.g., Education Cluster/WG, Child Protection, etc.), and with stakeholders.

·       Support project-level coordination with education actors, ensuring alignment with national and global inclusive education goals.

·       Participate in external learning events, contributing to HI’s visibility and influence on inclusive education topics.

·       Contribute to the development and dissemination of advocacy messages related to disability-inclusive education.

·       Participate in the drafting of new project components to enhance or extend IE interventions.

·       Contribute technical inputs into concept notes and proposals for new inclusive education opportunities.

 

5.     Mission 5 : Emergency Preparedness and Response Responsibilities

       Objective: Ensure inclusive education principles are integrated into emergency preparedness and
       response.
 

·       Support the development of inclusive education components within emergency preparedness and response plans.

·       During emergencies, adapt IE activities and guidance to ensure children with disabilities can access safe and appropriate education opportunities.

·       Provide technical input into rapid assessments and emergency education interventions to ensure inclusion is mainstreamed 

 


 

Mandatory Qualifications/Requirements

-        Education:

·       Ideally, a bachelor’s degree or an equivalent qualification in Education, Inclusive Education, Special Education. Master`s degree in relevant fields will be an added value.

 

-        Professional Experience:

·       Minimum 3–4 years of professional experience in the education sector, with a focus on inclusive education and/or special education.

·       Demonstrated experience in designing, implementing, or supporting inclusive education interventions, including addressing barriers to access, participation, and learning for children with disabilities.

·       Experience in education-focused case management or individualized support approaches, including needs assessment, referral pathways, and follow-up.

·       Proven experience working with children with disabilities, applying adapted approaches to different functional and learning needs (e.g., physical, sensory, intellectual, psychosocial).

·       Experience collaborating with teachers, school staff, and caregivers to promote inclusive and accessible learning environments.

·       Experience in capacity building, including delivering or supporting trainings on inclusive education, inclusive pedagogy, or related approaches (e.g., Universal Design for Learning).

·       Experience in education in emergencies (EiE) or humanitarian education programming contexts.

·       Experience in developing or adapting technical tools, guidelines, or training materials related to inclusive education.

·       Experience in MEAL processes, including data collection, analysis, and use of education indicators to inform programming.

·       Experience conducting or supporting assessments, research, or evaluations (e.g., FGDs, KIIs, education needs assessments).

·       Experience engaging in coordination mechanisms (e.g., Education Cluster, technical working groups) and working with multiple stakeholders.

·       Experience working with NGOs or international organizations in humanitarian or development contexts.

 

-        Professional & Personal skills required:

·       Strong knowledge of inclusive education principles, approaches, and international frameworks.

·       Technical understanding of different types of disabilities and their impact on access, participation, and learning outcomes in education settings.

·       Strong skills in designing and delivering trainings, coaching, and capacity-strengthening activities for education actors and project teams.

·       Ability to develop and adapt inclusive education tools, training materials, support plans, and technical guidance documents.

·       Familiarity with inclusive teaching methodologies, including Universal Design for Learning (UDL), differentiated instruction, and learner-centered approaches.

·       Strong analytical, documentation, and reporting skills, including the ability to analyze qualitative and quantitative data.

·       Experience in conducting assessments, research activities, evaluations, and technical data collection processes.

·       Knowledge of education-focused case management, referral pathways, and multi-sectoral coordination mechanisms.

·       Ability to collaborate effectively with partners, civil society organizations, public authorities, and humanitarian coordination structures.

·       Familiarity with MEAL processes, indicator monitoring, data quality standards, and evidence-based programming.

·       Good command of Microsoft Office and collaborative working tools.

·       Ability to work independently while maintaining effective coordination within multidisciplinary teams.

·       Strong organizational and time-management skills, with the ability to manage multiple priorities and meet deadlines.

·       Adaptability and flexibility in complex and rapidly changing operational environments.

·       Commitment to inclusion, diversity, safeguarding, confidentiality, and ethical humanitarian practices.

·       Strong motivation for continuous learning, innovation, and professional development.

-       Start date:  Employment is contingent upon the availability of funds.

-       Basic salary for the position: according to HI salary scale.
