The Technical Engineer will support the planning, technical assessment, implementation, and monitoring of infrastructure rehabilitation and renewable energy interventions under early recovery and livelihoods programs. This includes the rehabilitation of WASH infrastructure (e.g., water supply systems, sanitation, sewage, and irrigation networks), installation of solar power systems, and Cash-for-Work schemes linked to public infrastructure.
The engineer will also be responsible for delivering technical training and capacity building to local actors, Local Councils, and community groups to enhance local ownership and sustainability.
1. Technical Assessment and Design
· Conduct technical needs assessments and field visits to identify infrastructure and energy needs.
· Prepare BoQs, designs, and technical drawings for water networks, sewage systems, irrigation schemes, and solar power installations.
· Participate in feasibility studies and environmental screening of infrastructure activities.
· Ensure that engineering designs adhere to international standards and are contextually appropriate for Northwest Syria.
2. Implementation Oversight
· Supervise day-to-day field activities and ensure quality implementation of CfW infrastructure works.
· Oversee rehabilitation of WASH facilities and the installation or upgrading of solar energy systems for community infrastructure.
· Monitor contractors and labourers for compliance with engineering specifications, safety, and protection standards.
· Provide technical guidance to field teams and CfW workers, ensuring appropriate use of materials and equipment.
3. Capacity Building and Community Engagement
· Deliver hands-on training sessions and capacity-building workshops to Local Councils, CBOs, and community groups on operation and maintenance of solar systems, water infrastructure, and public assets.
· Support participatory planning and ensure inclusion of women and persons with disabilities in infrastructure-related activities.
· Provide mentoring to junior engineers, technicians, and skilled workers within the community.
4. Monitoring, Documentation, and Reporting
· Conduct technical monitoring of ongoing rehabilitation works and submit regular progress reports.
· Support data collection for output and outcome indicators, especially related to WASH, solar systems, and livelihoods.
· Maintain accurate documentation of completed works, including handover and O&M plans.
· Contribute to lessons learned and best practices in engineering interventions.
· Ensure the integration of protection principles, gender equity, and environmental sustainability into all technical activities.
· Identify safety risks and ensure mitigation measures are in place during construction and rehabilitation.
· Coordinate closely with MEAL, MHPSS, and Protection teams to ensure coherent and safe programming.
· Bachelor’s degree in civil engineering, Water Engineering, Renewable Energy, or related technical field.
· Minimum 3 years of experience in implementing infrastructure or engineering projects in humanitarian or development contexts.
· Proven experience in WASH infrastructure design and/or solar system installation in Northwest Syria.
· Familiarity with Cash-for-Work modalities and infrastructure supervision.
· Experience delivering technical training and building capacities of local actors.
· Knowledge of SPHERE, WASH Cluster standards, and Do No Harm principles.
· Proficiency in Arabic; English is an asset.
· Strong skills in AutoCAD, Excel, and engineering software.
