The purpose of the Regional Operations Manager (Health) is to strengthen operational management with a particular focus on health operations, emergency preparedness, and health systems strengthening. The position provides mobile operational and technical support across Norwegian Red Cross priority countries, ensuring effective coordination and escalation of health-related responses, including during humanitarian crises. A strong health background (public health, health systems management, or medical humanitarian operations) is required.

Experience within the Red Cross Red Crescent Movement is highly appreciated.

Strategic responsibilities

  • Provide strategic and operational oversight of health interventions across the MENA region ensuring alignment with the Operational Framework 2024–2026 and national health priorities.
  • Contribute to strengthening Movement health coordination, preparedness, and response mechanisms in collaboration with IFRC, ICRC, and Partner National Societies.
  • Support health-related risk management, contingency planning, and crisis preparedness in coordination with country and regional teams.

Operational responsibilities

  • Offer in-country technical and operational support to health programs and emergency health responses.
  • Enables escalations of operational activities in response to contextual developments in priority countries through scoping missions and operational contributions to program development in priority countries.
  • Provides operational and technical support to movement responses during emergencies in the region.
  • Ensure integration of health components (primary healthcare, community-based health, epidemic preparedness, and response) into country operations.
  • Keeps abreast of developments in the global technical environment and contributes proactively with other technical personnel to the Norwegian Red Cross global efforts to establish and implement operational standards in relevant areas.
  • Organizes technical mid-term reviews upon request and contributes to terms of reference and inception reports to final evaluations.
  • Advice the regional and country offices on the prioritization of human, financial and technical resources in the relevant technical field.
  • Represent Norwegian Red Cross in coordination forums, ensuring operational coherence and adherence to Movement principles.
  • Support capacity building of National Society staff in health response, monitoring, and reporting.
  • Assist COs in drafting reports, annual workplans, contingency plans, and donor applications as needed.
  • Together with relevant country managers, coordinates the assessment of Emergency Appeals and DREF operations in the region and advice on support to emergency operations

Collaboration

  • Works closely with country managers and other regional mobile team members in other regions.
  • Liaise with Movement partners (ICRC, IFRC, PNSs) on shared emergency responses.
  • Coordinate with the regional health, logistics, finance, CVA, and protection focal points
  • Maintain strong links with the Global DM Unit and Technical Unit for alignment and technical support

Mission specific responsibilities

  • Deploy on short notice to crises or priority countries to provide direct operational leadership or coordination.
  • Lead/coach country teams to plan, launch, and quality-assure health activities (PHC, MMU,
  • EMS, epidemic preparedness, CBS), ensuring alignment with the NoRC Operational
  • Framework 2024–2026 and national MoH policies.
  • Provide coaching to national society and country office staff on operational planning and adaptive management.
  • Produce concise mission reports with prioritized recommendations and follow-up actions; track closure with COs/HNS.
  • Contribute to strengthening security procedures and business continuity planning.
  • Build National Society operational capacities (SOPs, rosters, drills, mentorship, on-the-job coaching) and promote use of health information systems (DHIS2 or paper equivalents).
  • Establish optimal working relationships with IFRC secretariat at regional and country cluster levels to support joint initiatives on emergency preparedness and response including improvements to DREFs and EAs.

Formal Competence

  • Advanced university degree (Master’s or equivalent) in Public Health, Health Systems Management, Medicine, Nursing, or a related field.

Personal qualifications,

Skills and knowledge

  • Significant humanitarian operational experience, both in disaster preparedness for response and in conflict affected context.
  • Advanced university degree in public health, health management, or a related field.
  • Minimum 7 years of experience in health operations or program management in humanitarian or development contexts.
  • Successful and proven experience from building capacities of colleagues and partner organizations.
  • Proven experience in complex emergencies and health system strengthening contexts.
  • Demonstrated understanding of Movement coordination, surge deployment, and health preparedness frameworks.
  • Experience within the Red Cross Red Crescent Movement is highly appreciated.
  • Excellent coordination, communication, and analytical skills.
  • Fluent in English; Arabic is an asset
