The Syrian crisis is one of the greatest humanitarian crises of the last 20 years, affecting around 16.7 million people, including 2.05 million internally displaced persons (IDPs). Over 5 million Syrians have sought refuge in neighboring countries or Europe. Humanitarian needs are immense, particularly in healthcare, local economy, and the inclusion of vulnerable groups, including persons with disabilities.
The actual intervention is based on a mix of remote management of national teams, remote partnerships with local structures and organizations, and direct implementation programs.
HI is leading a large humanitarian program from three different hubs (Beirut, North-West and North-East), along four main pillars:
New sectors of interventions could include Inclusive Education and Economic Inclusion in the upcoming years.
The North East hub manager position is based in Hassake, North East Syria, with frequent travels to Raqqa. The access to North East Syria is done via Erbil, in Iraq, with the support of HI Iraq.
Reporting to the Syria program country director, the North East hub manager contributes to the implementation of HI's mandate and strategy.
Mission 1 : Management
Being capable of helping team members to progress: developing his/her staff‘s ability to work autonomously.
Knowing how to position oneself so things can move forward.
Knowing how to simplify and prioritize.
Mission 2: Strategy and steering
Contribute to the development of the programme operational strategy, and to its implementation and annual monitoring in the country
Implement the project part of the Programme’s Operational Strategy
Contribute to organisational transformation, particularly through changes to managerial practices, continuous improvement, and contribute to the improvement of working processes
Mission 3: Standards and expertise
Ensure deployment and compliance with HI global frameworks, institutional policies and standards
Mission 4: Operational implementation
Ensure the sound management and monitoring of projects under his/her responsibility
Keeping both potential opportunities and risks in mind, contribute to the monitoring and analysis done by the line manager, and propose mitigation measures where relevant
Act as the legal representative for the whole of HI internally and externally, and foster an excellent reputation and positive image of HI in the country.
Develop HI’s external influence (forums, operational and strategic alliances, etc) and the external representation of the organisation (events, media) in the country.
Coordinate the teams in the country
Support the Programme Director in monitoring security in the country and ensure adequate resources according to the context

Job position based in Hassake with frequent travel to Raqqa, North East Syria
12 months International contract starting from june 2025;
The international contract provides social cover adapted to your situation:
Salary from 2 986€ gross/month upon experience;
Perdiem 561.51€ paid in the field
Hardship : 500€ paid in the field
Paid leaves: 25 days per year;
R&R: 5 days every 8 weeks
