Job Purpose
The Senior HR Officer is responsible for leading and coordinating HR operations across multiple PIN offices, ensuring the effective delivery of HR services. This role supports the HR Manager in implementing HR strategies, policies, and procedures, while also mentoring and supervising HR team.
1. Team Leadership & HR Coordination
• Supervise and mentor HR Officers across the field offices.
• Allocate tasks and monitor performance to ensure high-quality HR service delivery.
• Foster a collaborative and professional team environment.
• Support the HR Manager in payroll processing, taxes and benefits administration,
• Assist in performance management and employee development initiatives.
• Provide capacity building for HR team and identify training opportunities.
• Conduct regular visits to offices and engage with staff.
• Ensure consistent communication across all staff.
• Support HR manager in implementation of the Code of Conduct, National Staff Handbook, and Duty of Care policies.
• make sure all new joiners are properly onboarded, trained, and introduced to PIN key polices, all polices are understood, signed and properly archived.
• supervise HR officer in implementing regular inductions to new staff who join PIN, making sure the process is regularly ongoing.
2. Recruitment
• Lead recruitment processes as assigned by the HR Manager.
• Supervise and support team members in ongoing recruitment activities.
• Ensure transparent and compliant recruitment procedures in line with SOPs.
3. HR Administration
• Oversee archiving of all HR-related documentation (soft and hard copies).
• Manage staff contracts and amendments, ensuring timely preparation and proper archiving in ELO and Navision.
• Ensure use of updated templates provided by the legal department and coordinate as needed.
• Maintain accurate HR data and prepare HR samples for audits.
• Keep HR databases, recruitment trackers, phone trees, and contact lists updated and properly archived.
• Conduct final payroll check for daily rate Payroll before submission to the Finance Department, and for staff payroll in HRM absence.
• Ensure regular staff evaluations are conducted and that bonuses and development tools are applied per HR guidelines.
• Track evaluation timelines and notify management when evaluations (including End of probation Evaluations) are due.
4. HRIS Management
• Ensure employee data in the HR Information System (HRIS) is regularly updated.
• Maintain data accuracy and timely entry of employment changes and personal details.
5. Compliance & Policy Implementation
• Ensure HR practices comply with labor law and internal policies.
• Assist in developing and updating HR policies and procedures.
• Address employee relations issues and escalate complex cases to the HR Manager.
• Prepare and submit regular HR reports.
• Monitor HR procedures and recommend improvements.
• Bachelor’s degree in Business Administration or a related field;
• Minimum of 4 years of progressive HR experience, including team supervision for at least 2 years;
• INGO experience preferred;
• Experience with handling misconducts and poor performance;
• Strong knowledge of Syrian labor law and HR best practices;
• Strong sense of personal integrity and confidentiality;
• Experience with managing the disciplinary actions and poor performance;
• Excellent communication, leadership, and problem-solving skills;
• Proficiency in Microsoft Office;
• Fluency in English and Arabic (written and spoken) is required;
