The Liaison and Admin Officer is an integral member of Blumont’s Admin Team. The role is responsible for ensuring the efficient management of all administrative and liaison functions, supporting smooth operations and effective coordination across the organization.

Liaison: 
 


 

  • - Act as the primary focal point between the INGO and relevant Syrian government ministries and authorities (e.g., Ministry of Foreign Affairs, Ministry of Social Affairs and Labor, Humanitarian Action Coordination, governorates, and line ministries). 
     
  • - Build, manage, and maintain positive, trust-based relationships with officials to support the organization’s acceptance and operational space. 
     
  • - Facilitate the submission, follow-up, and tracking of official requests such as project approvals, license renewals, and permits required by authorities. 
     
  • - Ensure timely renewal and maintenance of the INGO’s registration and operational licenses in Syria; coordinate all documentation with authorities. 
     
  • - Monitor and interpret changes in legal and regulatory frameworks that affect humanitarian operations and organizational compliance. 
     
  • - Liaise with authorities and local bodies to facilitate operational access for the organization’s programs. 
     
  • - Support the processing of travel permits, access letters, visas, residency procedures, and border clearances for staff, consultants, and visitors. 
     
  • - Work with security and field teams to ensure safe and authorized movement in operational areas. 
     
  • - Maintain up-to-date records and documentation of all government correspondence, approvals, communications, and meetings. 
     
  • - Provide regular updates and analysis on liaison, access, and regulatory status to senior management 
     


 

Admin

  • - Focal point for Direct Purchase procurements for office/guesthouse, ensuring compliance with all requirements of the process. 
     
  • - Prepare all payments related to office/guesthouse (daily drivers, laborers, utility bills, etc) and submit them in a timely manner with all required supporting documents to be processed on time. 
     
  • - Arrange transportation for Expat/Local travel for staff or visitors. 
     
  • - Ensure close coordination with other areas’ fleet focal points for long trips. 
     
  • - Arrange the transportation for mail (documents, equipment, etc). 
     
  • - Responsible for managing the office and guesthouse (kitchen and stationery supplies, hygiene, maintenance, utility bills, etc.) to be ready for use by employees, residents, and visitors. (Raising requests when supplies are needed. 
     
  • - Line manager for cleaners. 
     
  • - Any other technically relevant duties requested by the line manager. 
     



 

  • · A bachelor’s degree in administration, law, or any equivalent is desirable. 
     


 


 

EXPERIENCE and SKILLS 
 


 

  • · 3-4 years of relevant experience in government liaison positions. 
     
  • · Experience with the INGO, UN, or diplomatic missions with a proven track record of managing external stakeholders, such as government ministries and entities. 
     
  • · Experience engaging with Syrian government ministries and local authorities (national & sub-national). 
     
  • · Good in English and Arabic. 
     
  • · Ability to stay composed and positive even in difficult moments, handle tense situations with diplomacy and tact, and consistently behave toward others. 
     


 

Success Factors: 
 


 

  • · Excellent communication and representation skills to represent the organization professionally. 
     
  • · Understanding of Syrian legal and administrative frameworks that govern INGO operations.  
     
  • · Organizational, planning, and time management skills—especially for tracking permits, renewals, and approvals.
