1. Mission 1: Employee Engagement and Support
· Fosters trust and open communication with staff and partners, ensuring a positive workplace culture.
· Resolves employee concern proactively with creative, timely solutions.
· Participate in designing and driving initiatives to enhance staff engagement, motivation, and retention.
2. Mission 2: Risk Management and Conflict Resolution
· Identifies HR risks and implements mitigation strategies.
· Mediates workplace conflicts to ensure fair and timely resolutions.
· Equips line managers with tools and guidance for managing workplace dynamics.
3. Mission 3: Policy Implementation and Accountability
· Ensures compliance with HI policies and frameworks in the country, adapting them to align with the local context and operational needs.
· Ensures audits are conducted in compliance with organizational standards and oversees proper archiving procedures in adherence to best practices.
· Ensures compliance with donor regulations and requirements for all projects within the geographical scope, maintaining accountability and adherence to agreements.
4. Mission 4: Operational HR Implementation
1- Programme Resource Management:
· Prepares HR reports and adheres to global HR deadlines.
· Oversee the HR cycle implementation ensuring alignment across all phases like recruitment, onboarding, performance management, and exits.
· Ensures archiving processes meet compliance and quality standards, with a focus on continuous improvement.
2- Personnel Administration Quality:
· Conducts staff briefings on administrative matters and employment conditions.

3- Managerial Support:
· Communicates HI policies and frameworks to managers, providing clear explanations and addressing queries.
· Monitors and ensures managers apply HR policies consistently and effectively.
5. Mission 5: Manages training and skills-development actions
· Manages training activities, schedules, and dissemination, ensuring plan implementation.
· Supports managers with skills-development and performance-management processes, especially during annual reviews.
· Tracks decisions on skills development from annual reviews and interviews.
· Assist in overseeing relationships with external providers for training content, purchases, and negotiations.
· Oversees enrollment logistics for training courses, including travel and accommodation.
· Handles feedback collection and statistical reporting.
6. Mission 6: Contributes to the quality of personnel administration for HI staff present in his/her geographical area.
· Rolls out personnel administration policies, processes and tools in his/her geographical area.
· Produces documents and applies regulatory procedures concerning personnel administration.
· Ensures that personnel files are archived in compliance with HI’s rules.
7. Mission 7: Legal and social aspects:
· Monitors adherence to the HR legal framework, ensuring compliance with relevant regulations.
· Organizes or facilitates the dissemination of mandatory notices and information to staff effectively.
· Acts as HI's representative with staff representative bodies, under delegated authority from the HR line Manager.
8. Mission 8: Emergency preparedness and response
· Contributes to the programme's emergency preparedness actions and, during an emergency response, adapts his/her working practices to help facilitate an effective humanitarian response by HI.
Mandatory Qualifications/Requirements
Education:
• Bachelor’s degree or equivalent diploma in Human Resources Management, Information Management, or a related field; or a university degree with a minimum of two years of proven experience in HR management at the officer level, or three years at the assistant level.
Professional Experience:
• Minimum two years of proven experience in HR management, including employee engagement, conflict resolution, compliance with organizational policies, and contributing to workforce planning and HR strategy.
Preferred Qualifications
· Experience working in humanitarian or non-profit organizations is highly desirable.
· Demonstrated ability to design and implement innovative staff engagement and retention strategies.
Professional & Personal skills required:
· Demonstrated knowledge of employment law and HR policies.
· Strong organizational and sourcing/recruitment skills.
· Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and HR Information Systems (HRIS), with a focus on database management, reporting, and process automation.
· Strong proficiency in English (written and verbal communication).
