Workplace: Syria ( Idleb, 20% roving)

The Human Resources Manager leads the HR Department across Turkey and Syria offices. The HR Manager is responsible for developing, guiding, and implementing Violet’s HR strategy to support organizational growth, safeguard employee wellbeing, and uphold compliance with labor law, donor regulations, and Violet’s internal policies and values. This role ensures strategic leadership, HR systems development, talent management, and a positive, inclusive work environment aligned with Violet’s mission.

    1. Strategic Leadership

  • Lead HR strategy development and implementation aligned with Violet's goals.

  • Serve as a core member of the Senior Management Team (SMT) and contribute to cross-departmental strategy and decisions.

  • Promote a culture of inclusion, safety, learning, and high performance throughout the organization.

    2. Talent Acquisition and Workforce Planning

  • Oversee the full recruitment cycle: planning, job design, hiring, onboarding, and retention.

  • Lead workforce planning and succession strategies for both Turkey and Syria offices.

  • Enhance employer branding and lead headhunting for key leadership and technical positions.

    3. Policy Management and Compliance

  • Ensure all HR policies and SOPs are regularly reviewed, updated, and compliant with local labor laws and international standards.

  • Lead on compliance with internal policies such as Safeguarding, Code of Conduct, PSEA, and Gender Equality.

  • Guide and support departments in consistent application of HR policies.

    4. Staff Development and Wellbeing

  • Design and implement Violet’s performance management framework across departments.

  • Coordinate training needs assessments, capacity-building plans, and annual training calendars.

  • Support employee care and wellbeing initiatives, including psychosocial support and work-life balance.

    5. HR Operations and Systems

  • Oversee HR operations including contract management, payroll data, leave tracking, and disciplinary processes.

  • Ensure HRIS systems are maintained, accurate, and secure for analytics and reporting.

  • Lead and mentor HR teams in both field and HQ locations; foster team development.

    - Respect and apply all the PSEA and child protection principles and show high commitment to report any PSEA & CP action.….

    - Commitment to implementing the child safeguarding and PSEA policy by considering them when planning and designing activities as well as when receiving complaints or observing issues related to this matter and fulfill their obligation to report it directly via the assigned channels or directly to senior management. Raising awareness to their assigned staff of the child safeguarding and PSEA policy plus reporting mechanisms and how to deal with it.

  • Note: the above-mentioned key responsibilities / accountabilities are illustrative ones. Another future responsibilities/accountabilities may be assigned to the job depending on the department organizational chart.

  • Bachelor’s degree in Human Resources, Business Administration, or a related field (Master’s preferred).
  • 5–7 years of progressive HR experience, including 3+ years in a managerial or senior HR role.
  • Strong understanding of Turkish and Syrian labor laws, and humanitarian HR practices.
  • Proven experience in organizational development, recruitment strategy, and performance management.
  • Fluency in Arabic and English; Turkish is an asset.
