Job description

Job Purpose

About the Syria Localisation Lab

The Syria Localisation Lab is a nationally-led Syrian initiative. It serves as an inclusive platform to mobilise and coordinate Syrian civil society actors and to promote a humanitarian and development response led by local actors in Syria. The Lab supports coordination, knowledge exchange, and policy influence to achieve a more just and effective aid system.



Position Overview

The Advocacy and Field Coordination Coordinator will lead and coordinate the Lab's local advocacy efforts and represent the Lab in all relevant meetings with actors inside Syria, including government officials, UN agencies, international organisations (INGOs), national organisations (NNGOs), and other stakeholders. The position requires a dynamic individual with excellent communication skills, an ability to build effective relationships, and a deep understanding of the interlinkages between humanitarian action, development, peacebuilding, and the agenda of localisation.



 

Advocacy and Representation (60%)

• Contributing to the development and implementation of an advocacy strategy to promote localisation and the effective participation of Syrian civil society in planning, implementation, and evaluation.

• Attend and actively participate in relevant coordination forums and political meetings (working groups, sectoral meetings, national consultations, coordination forums and bodies, etc.).

• Represent the Syria Localisation Lab in meetings with UN agencies, international organisations, national organisations, and government institutions, in a professional and politically sensitive manner.

• Facilitate Lab members' access to advocacy spaces and ensure their voices are reflected in position papers and statements.

• Build and maintain strong relationships with donors, coordination bodies, decision-makers, and civil society actors.

• Formulate talking points, policy briefs, and advocacy messages based on consultations with local actors and Lab members.

• Monitor, analyse, and report on political, humanitarian, and development trends impacting resettlement inside Syria.

2. Field Coordination and Stakeholder Engagement (40%)

• Map key stakeholders and maintain an updated database of contacts, meetings, and targeted coordination structures.

• Organise Facilitate dialogues, meetings, and field events between Lab members and external stakeholders.

• Coordinate logistical and communication aspects of in-person or hybrid consultations with civil society, the United Nations, and government agencies.

• Ensure effective two-way communication between the Lab's technical secretariat and field actors to feed into national advocacy efforts.

• Document field initiatives and local success stories relevant to the Localisation agenda.

• Ensure adherence to safety, ethical conduct, and confidentiality in all interactions with stakeholders.

•Respect and apply all the PSEA and child protection principles, and show high commitment to report any PSEA & CP action.….

•Commitment to implementing the child safeguarding and PSEA policy by considering them when planning and designing activities as well as when receiving complaints or observing issues related to this matter and fulfill their obligation to report it directly via the assigned channels or directly to senior management. Raising awareness to their assigned staff of the child safeguarding and PSEA policy plus reporting mechanisms and how to deal with it.



 

Essential

- Bachelor's degree (or equivalent experience) in political science, international relations, development studies, humanitarian affairs, or a related field

- A minimum of 4 years of experience in advocacy, coordination, or engagement with the Syrian civil society

- Strong understanding of localisation, humanitarian coordination, and development frameworks.

- Proven ability to interact with a wide range of actors, including the United Nations, government officials, and international and national organisations.

- .High-level communication, negotiation, and interpersonal skills.

- .Fluent Arabic and professional English (oral and written).

- High level of professionalism, tact, and the ability to navigate complex political contexts.

- Ability to work independently and manage multiple responsibilities in different locations.

- Willingness to travel within Syria as needed (in compliance with safety and access standards).

Desirable:

- Experience preparing position papers, policy briefs, or advocacy campaigns.

- Familiarity with agreements such as Grand Bargain, Charter for Change, and other localization frameworks.

- Experience working within or with coordination structures such as the Humanitarian Country Team (HCT), clusters, or UN sector working groups.

- Knowledge of the role of the private sector in development.
