KEY PERFORMANCE INDICATORS For example, the key performance indicator (KPI) is a measurable value that demonstrates how effectively a company is achieving key business objectives. Organizations use KPIs to evaluate their success in reaching targets

• Daily worker paperwork completed in a timely and accurate manner

• Immediate reporting of security or SEA incidents to POM

• Regular spot-checks in the field to ensure data collector performance

• Communicate delays in data collection

• Completion of core training sessions as a part of data collector training

• Participation in the development of research tools to ensure that tools are contextualized

JOB PURPOSE

The REACH Senior Field Officer, under the supervision of the Program Operations Manager, is responsible for the line management of REACH daily workers and supervision of REACH data collection activities. The Senior Field Officer is responsible for ensuring the timely and thorough implementation of REACH research cycle activities, as well as related liaison processes with government authorities regarding permissions at the governorate level. Additionally, the Senior Field officer will be responsible for coordination with REACH data collection partner focal points to ensure the proper submission of high-quality partner collected data. He/She will be based in NWS.

Coordination and project implementation

- Coordinate with the Program Operations Manager and relevant regional field officers to ensure the implementation of projects through participation in planning, implementation, and follow-up to ensure data quality.

- Distribute assessment areas among enumerators and develop daily workplans for data collection activities

- Liaise with the security department to monitor and ensure safe movement of daily workers during data collection activities

- Supervise the data collection process, including the gathering and submitting of information in the field through Interviews of individuals, families, focus group discussions. Field visits and surveys, in line with REACH assessment methodologies.

- Lead on enumerator follow-up in the field to ensure transparent, accurate and timely collection of quantitative and qualitative data.

- Check accuracy of submitted data and conduct periodic in-person spot-checks to ensure data quality.

- To support geo-referencing of all surveys conducted in the field as required by the REACH assessment methodology.

- Supporting assessment teams with enumerator trainings and providing contextual information as needed.

- Other tasks requested by management

Reporting

- Providing regular reports to the Program Operations manager and assessment staff on the progress of the implementation of the assessment activities and on relevant observations during the mission.

- Reporting technical concerns in dedicated communication channels, which are supervised by both the program operations manager and assessment staff

- To ensure a regular, effective, and comprehensive transmission of information to supervisors.

- Reporting security risks, concerns, or incidents directly to the Program Operations Manager and relevant security focal points.

Liaison and partner coordination

- Liaise with relevant authorities in governorates to facilitate data collection as is related to the permissions process.

- Serve as a focal point to relevant authorities at the local level in case of any questions or concerns related to data collection, keeping the Program Operations Manager informed of all communication with authorities.

- Coordinate with local data collection partners, serving as the focal point for designated research cycles, to ensure high quality data collected via partners.

Supervision and Management

- Management of team of daily workers

- Providing training and capacity building suggestions for daily workers to assessment staff and Program Operations Manager

- Preparing and submission of monthly attendance records for daily workers in coordination with REACH HR

• Bachelor’s degree or higher

• Minimum of 4 years of professional working experience with NGO

• At least 2 years of relevant working experience managing a team of data collectors or outreach staff

• Based in target region with ability to work and move within the area

• Proficiency in excel and other MS office applications and platforms (such as KoBo)

• Planning and organization skills

• Liaison skills and comfort with representing REACH in front of government authorities.

• Strong communication skills

PREFERRED QUALIFICATIONS:

- Previous experience as a REACH field officer/SR field officer

- Experience with data collection, assessments, or MEAL in humanitarian settings

- Completed related humanitarian/management trainings

- Intermediate proficiency in English
