The HR Officer contributes to the daily implementation of human resources activities within the organization by providing administrative and technical support in areas such as recruitment, file management, attendance tracking, leave processing, and policy implementation. The HR Officer works under the supervision of the HR Coordinator and aims to ensure smooth administrative operations and a well-organized work environment that complies with local labor laws and organizational policies, thereby enhancing team efficiency and safeguarding employee rights.

1. Recruitment Support

  • Draft job vacancy announcements in coordination with the HR Coordinator.
  • Receive, sort, and organize CVs according to defined criteria.
  • Schedule interviews with relevant committees and send invitations to candidates.
  • Prepare employment files for new hires according to the approved checklist.
  • Follow up on signing contracts and required onboarding documents.

2. Employee File Management

  • Maintain employee files (both physical and digital) in an organized and secure manner.
  • Periodically update employee data (address, phone number, employment status, etc.).
  • Archive documents related to leaves, contracts, evaluations, warnings, and others.

3. Attendance and Leave Tracking

  • Enter daily attendance data into the system or approved spreadsheets.
  • Monitor leave and exit requests and ensure proper documentation.
  • Prepare monthly attendance and leave reports and submit them to the HR Coordinator.

4. Administrative and Logistical Support

  • Coordinate hotel and transportation bookings for staff when needed.
  • Prepare employment letters, experience certificates, and contract extension or termination forms.
  • Handle internal and external HR-related correspondence.

5. Policy and Procedure Implementation

  • Disseminate approved policies to new staff and clarify them when needed.
  • Ensure disciplinary procedures are applied according to the sanctions policy.
  • Support the implementation of occupational safety and child protection procedures within the organization.

6. Training and Development Support

  • Coordinate logistical aspects of training sessions (bookings, invitations, attendance).
  • Collect participant evaluations and document training outcomes.
  • Maintain training records in employee files.

7. Internal Communication

  • Respond to employee inquiries related to salaries, leaves, and contracts.
  • Escalate feedback and issues to the HR Coordinator for resolution.
  • Contribute to creating a respectful and positive work environment.
  • Bachelor’s degree in Business Administration, Human Resources, or a related field.
  • Minimum of 2 years of practical experience in HR or administration.
  • Minimum of 4 years of experience with NGOs and humanitarian organizations.
  • Good knowledge of Syrian labor law and local administrative practices.
  • Strong organizational skills and attention to detail in file management and reporting.
  • Proficiency in Microsoft Office programs (Word, Excel, Outlook).
  • Effective written and verbal communication skills with staff and departments.
  • Ability to work within a team and handle daily work pressure.
  • Good level of English.
  • Commitment to work ethics and professional confidentiality.
