Provide Quality Technical Support for Effective Recovery Programming

• Support the Syrian Arab Red Crescent (SARC) and IFRC secretariat and in-country membership thematic staff in understanding and applying recovery concepts and integrated recovery programming approaches across emergency and post-crisis operations as well as long terms resilience and development programmes.
• Lead and -provide hands-on technical input for contextual analysis, recovery needs assessments, capacity assessments, and recovery planning processes, ensuring recovery strategies are community-driven and evidence-based.
• Ensure green recovery and environmental sustainability are systematically integrated into recovery interventions, with attention to climate risks and long-term resilience through the agenda of Build Back Better and One Climate.
• Support the integration of recovery principles throughout all phases of the operation – preparedness, response, and post-crisis recovery – including in protracted and complex emergencies.
• Contribute to the transition from emergency response to early recovery and longer-term development through practical planning, coordination, and capacity support.
• Provide technical support to ensure that humanitarian operations strengthen community resilience, promote "building back better," and result in a stronger and more responsive National Society with a strong emphasis on DRR.
• Work in close collaboration with relevant IFRC and SARC technical teams (e.g., shelter, livelihoods, health, WASH) to promote harmonization of sectoral programming and ensure coherence and synergic recovery outcomes.
• Ensure contextual analysis including marginalized groups, utilize secondary data and identify learning and innovative opportunities.
• Work closely with SARC operational leads as well as technical counterparts in the IFRC network, ICRC, UN and other humanitarian agencies, the Cash and Markets Working Group/s, and other relevant entities – such as the Cash Learning Partnership (CaLP) Network - to ensure that all programming sectors consider the use of CVA as a modality for effective recovery.
• Lead and support a robust response options analysis, in support of SARC, based on a series of agreed criteria (timeliness, preferences of affected population, value for money, etc.) to determine whether CVA remains the best modality for effective recovery and – where necessary – adopt a different mechanism or combination thereof.
• Ensure that recovery interventions include clear sustainability, transition and exit strategies that enhance community ownership and resilience, and reduce future dependency.
• Monitor the implementation of recovery components within Emergency Appeals, operational and Unified Plan, provide feedback and guidance to enhance quality and effectiveness.
• Promote cross-sectoral collaboration and ensure recovery programming is well aligned with thematic priorities such as PGI, CEA, climate resilience, and DRR.

Support Coordination of Recovery within the IFRC Network and with Partners

• Build and maintain strategic relationships with relevant authorities, donors, UN agencies, INGOs and other stakeholders engaged in recovery in Syria.
• Represent IFRC, SARC and Membership in interagency and sectoral coordination mechanisms to position IFRC Network.
• Work closely with Strategic Partnerships and Resource Mobilization (SPRM) colleagues in developing funding proposals for recovery interventions according to donor requests or based on horizon scanning.
• Develop high-level updates to be used in providing periodic briefings to partners and donors so that they successfully maintain or increase their funding contributions for recovery interventions.
• Support coordination between IFRC, SARC and Movement partners to align recovery strategies and maximize impact.
• Coordinate closely with IFRC’s Regional Recovery focal point to ensure technical coherence and regional learning exchange.Participate in national and inter-agency recovery-related coordination mechanisms, including working groups on livelihoods, shelter, WASH, climate, early recovery, or resilience where relevant.
• Support SARC to coordinate recovery planning with Government, UN, clusters and related actors, and to appropriately align SARC programming with Government plans for recovery and reconstruction.
• Facilitate collaboration between SARC and other technical stakeholders to ensure recovery programming contributes to broader national or regional objectives, including the SDGs, Sendai Framework for DRR, and climate adaptation efforts.
• Identify and promote synergies across IFRC-supported initiatives and among partners working on recovery and resilience at country level.

Strengthen Learning, Capacity Building, and Knowledge Management

• Support training, coaching, and on-the-job learning for SARC and IFRC teams on recovery approaches, tools, and best practices.
• Support the establishment of a central recovery knowledge hub at SARC HQ to collect, document and share good practices, innovative approaches, case studies, and lessons learned from ongoing recovery programs and across the IFRC network.
• Lead evidence-based monitoring of recovery interventions to ensure that implementation of activities follows the agreed minimum standards, including the IFRC minimum standards for protection, gender and inclusion (PGI) in emergencies and Movement minimum standards for community engagement and accountability (CEA).
• Facilitate peer learning and experience-sharing across SARC branches and between SARC and other National Societies as relevant.
• Promote the adoption of green recovery principles and approaches across programming.
• Support the development of recovery surge capacity within SARC and contribute to building national-level preparedness for future recovery needs.
