BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
As Syria navigates a new chapter marked by historic opportunities and enduring challenges, the scale of
humanitarian needs remains overwhelming. Today, more than 70 percent of Syria’s population continues to
depend on some form of humanitarian assistance. Over half of the population is grappling with food insecurity,
with nearly 3 million people facing severe food insecurity. Around 7 million people remain displaced internally,
while more than 4 million are refugees in neighbouring countries. Since December 2024, hundreds of thousands
of refugees and internally displaced Syrians have begun returning to their areas of origin. Many more plan to
return and will require vital support as they reintegrate.
The United Nations World Food Programme (WFP) is the largest humanitarian agency operating in Syria since
1964 and is uniquely positioned to support Syrian communities in their recovery through its expansive reach and
scale. WFP’s interventions prioritize emergency relief and resilience-building efforts focused on the most
severely food insecure populations. Additionally, WFP is a key actor in the country’s social protection sector also
plays a vital role in strengthening Syria’s social safety-net systems.
Operating under its 2022-2026 Interim Country Strategic Plan (ICSP), WFP addresses the growing food and
nutrition needs livelihood, resilience and early recovery, and reviving food systems, in close collaboration with
the Syrian government, humanitarian and development stakeholders.
JOB PURPOSE:
The Engineer will work in the Central area (Homs) or North east (Qamishli) area office Engineering Team,
reporting to and under head of area office with technical line of the head of the engineering unit in country office.
He/she will report in relation to all aspects of design, tender document preparation, Assessment reports and
implementation for different types of projects to be carried out in Syria.
TYPE OF CONTRACT: SSA 9
UNIT/DIVISION: Engineering
DUTY STATION: 1 position in Homs and and 1 position in Qamishli, Syria
DURATION: 11 Months
responsible for the following duties (not limited to):
Conduct field visit and analysis of project proposals to ensure business case and technical feasibility
and that project objectives are attainable within the prescribed resources and timelines.
Support in preparation of accurate and timely reports on outputs to enable information decision
making and consistency of information presented to the stakeholders.
Supervision of the construction works, programming and co-ordination, acting as the project focal
point between SYCO ENG and the Contractor.
Prepare and/or review designs, drawings and construction contract documentation.
Prepare and review reports, minutes and correspondence in relation to the project as requested.
Direct supervision as assistant of the engineer for several engineering project based on the type of
project and size as allocated by the head of the engineering unit, and report and monitor all the
engineering projects in the area office.
Support other area offices and CO for direct supervision based on the recommendation of the head
of the engineering unit.
Undertake administrative tasks, maintaining records including site correspondence, survey data,
inspection records, test data, site diaries, records of meetings, financial records, progress records
etc.
Liaison with Authorities to obtain necessary authorization for the implementation of the projects and
to ensure co-ordination of activities throughout the project duration.
Provide recommendations to SYCO ENG in relation to certifying payments on the project and for any
additional financial obligations necessary to be entered into to complete the construction at project
work site.
Assistance to SYCO ENG in contractual matters (performance bonds, insurances, claims, advance
payment guarantees etc.).
Preparation, in consultation with SYCO ENG, of variation orders to address
issues encountered on site or arising from the needs of the WFP or other stakeholders.
Any other duties assigned as per requirement of the Head of Engineering Unit.
Education:
Advanced University degree in Engineering or Architecture or related Engineering discipline, or First University
Degree in Engineering with additional years of related work experience.
Experience:
At least (3) years of post-graduate professional experience in civil engineering or other related
engineering with a master’s degree, or (5) years with a bachelor’s degree.
Experience of working in the Humanitarian Community is an Asset.
Has managed or contributed to the management of a small to medium-scale engineering
construction project, taking responsibility for engineering decision-making.
