JOB CONTEXT:
While remaining a protracted crisis, Syria is transitioning to a new phase where pure humanitarian operations will be prioritized over early recovery and recovery interventions. According to the latest UN figures, about 15 million people remains still in need of humanitarian assistance, including about 6.5 million IDPs, while over 5 million Syrians refugees in neighboring countries or in Europe. Threats from explosive remnants of war, lack of recovery in both the health and education sectors make Syria still a fragile context, as these issues hinder the ability of displaced populations to rebuild lives and access essential services HI is managing a humanitarian program covering most of Syria’s governorates, particularly in north and central Syria:
Security is stable in the capital, where amenities, hospitals, and basic commodities are available.
The Rehabilitation Senior Technical Officer (STO) contributes to the implementation of HI mandate and ten-year strategy (expressed in StratOp) in Syria. The STO guarantees and contributes to the StraTech implementation at program level. He/she contributes to the implementation of projects by providing advice and delivering complex, specific to his/her technical expertise and training to HI team, partners, ministries or clients in the case of technical assistance. He/she ensures high-level standard quality and impact of the project(s) and program(s) concerned on his/her perimeter of intervention.
Under the line management of the Syria Operations Manager and functional supervision of the Regional Physical and Functional Rehabilitation Specialist, the STO provides technical support and/or guidance to project activities and delivers direct trainings and advice, in close collaboration with the Regional Physical and Functional Rehabilitation Specialist who is involved on his/her side in the development of their sector, proposal writing and general technical guidance.
The Rehabilitation STO will pursue the following objectives, covering the entire Syrian geographical scope:
Responsibility 1: Expand and strengthen physical rehabilitation services:
Responsibility 2: Enhance capacity and coordination of rehabilitation teams:
Responsibility 3: Support emergency preparedness and response in physical rehabilitation:
Responsibility 4: Promote the implementation of rehabilitation management systems (RMS):
Responsibility 5: Maintain active representation and advocacy in the National Health Cluster
The Rehabilitation STO will also contribute to the following objectives, under the leadership of the Rehabilitation Specialist:
