
Position Summary:
The Compliance Officer supports the implementation of the organization’s compliance framework across programs, partners, and internal departments. This role ensures adherence to internal policies, donor requirements, and relevant laws and regulations.
The Compliance Officer supports vetting and the reviews for compliance of procurements, performs spot check, reporting and record keeping. The support gravitates on transactional work processes, including data collection, entry and processing in automated systems, data analysis and generating reports.
Location: Aleppo, Syria
1. Vetting (40%)
• Collect all required vetting documentation and information from partners and internal departments.
• Ensure the completeness, accuracy, and compliance of vetting documentation, including Personal Information Forms (PIFs).
• Maintain and update the vetting tracker regularly and notify relevant departments at least 60 days prior to the expiration of any eligibility notices.
• Ensure proper archiving and secure storage of all vetting records in Compliance SharePoint.
2. Procurement Compliance (GC Tenders) (15%)
• Attend procurement processes and tender committee meetings as a silent observer, ensuring integrity and compliance of procedures.
• Review tender documentation and procurement processes prior to contracting, and provide structured feedback and observations to the Compliance Manager.
• Archive all compliance reviews, checklists, reports, and supporting documentation in Compliance SharePoint.
3. Compliance Reviews / Spot Checks (25%)
• Support the Compliance Manager in conducting scheduled and ad-hoc compliance reviews, including sub-awardee spot checks and finance, operations, and HR transaction reviews.
• Archive all compliance work paper, reports, and supporting documentation in Compliance SharePoint.
4. Investigations (5%)
• Assist in conducting investigations in coordination with the Compliance Manager, including data analysis, document review, verifications, and evidence assessment.
• Maintain confidentiality and ensure secure handling of sensitive data and documentation at all times.
5. Internal Reporting and Documentation (15%)
• Maintain accurate and timely logs of compliance activities, including status tracking against annual compliance work plans.
• Ensure proper electronic filing and organization of all compliance documentation in accordance with internal archiving requirements.
• Support preparation of regular compliance reports.
• Perform additional duties as assigned by the Compliance Manager.
Education and Training Required:
• University degree.
• Syrian Certified Public Accountant (CPA) and/ or Completion of Certified Internal Auditor program would be an asset.
• Minimum 2 years of relevant experience in Compliance, Internal/External Audit, Finance, or Procurement (experience in Compliance and Procurement is preferred). • Internship and/or on-the-job training may be considered, where 2 years of such experience is equivalent to 1 year of professional experience.
• Prior experience in vetting processes will be considered an added advantage.
• Experience working with international non-governmental organizations and familiarity with US Government, UN or other major donor regulations is strongly preferred.
• Knowledge of local statutory requirements including taxation, labor law, NGO registration, and other regulatory frameworks would be an asset.
Technical and Soft Skills Required
• Good analytical and report-writing skills, accuracy, and attention to detail.
• Good communication and interpersonal skills, with the ability to collaborate effectively with colleagues from diverse backgrounds.
• High IT dexterity. Proficiency in Microsoft Excel and good working knowledge of other MS Office applications.
• Ability to manage multiple priorities under pressure and meet deadlines.
• Demonstrated integrity, discretion, and professional judgment.
• Flexibility and willingness to take on additional tasks as needed.
• Language Requirements
• Native proficiency in Arabic.
• Strong command of English (written and spoken) is mandatory.
