  • Ensure the logistics and the procurement team and program staff understand procurement policies and procedures.
  • Ensure proper documentation and tracking procedures are applied to all procurement.
  • Prepare the contracts in close coordination with program managers and with support of the Procurement Officer.
  • Supervise the logistics / Procurement Officers in the field to ensure compliance of procurement procedures with the support of the Field Office Manager.
  • Reviews the required documents for bidding including the PR, Bills of Quantities, General and Special Conditions, Terms of Payment, Scope of Works, etc. to ensure accuracy, completion and consistency of the information.
  • Ensure confidentiality, integrity and Anti-Fraud policies and procedures are adhered .
  • Draft, in close coordination with the Finance Manager and Program Managers, various types of contracts.
  • Provide weekly / monthly / quarterly procurement, warehouse, fleet, asset reports to the field office manager for review before sharing with turkey country office as per deadline.
  • Ensure procurement and warehouse trackers are up to date all the time and shared with concern staff on weekly basis.
  • ensure that process is held according to the policies and procedures with confidentiality.
  • File management is effective, and records are available easily and in sequential manner.
  • Make sure that asset list is up to date.
  • Physical counts for Warehouse, Assets are done on quarterly basis and reports are available in soft and hard forms.
  • Any other duties assigned by line manager when required
  • A Bachelor degree (preferably business administration) with at least 2 years of experience in a similar position and duties in NGOs or INGOs
  • Strong experience in the procurement and logistics are required and knowledge of the international donors and procurement guidelines would be an asset.
  • Ability to take initiative and work without supervision.
  • People management skills that include diplomacy
  • Ability to work with diverse people, communities, and cultures, with an understanding of cultural awareness practices.
  • Strong computer skills with proficiency in Microsoft Office (Word, Excel, and PowerPoint),
