  1. Design, implement, and maintain a comprehensive MEAL framework and strategy for all ASB-supported programmes in Syria. Ensure that all tools and systems align with programme goals, donor requirements, and organisational standards.
  2. Lead on accountability to affected people and ensure its integration across all ASB-supported programmes. Promote participatory approaches and ensure that community feedback informs project design and implementation.
  3. Conduct and oversee field-level monitoring activities, including Post-Distribution Monitoring (PDM), baseline and endline surveys, and site visits to assess programme quality and gather feedback. Apply robust Data Quality Assurance (DQA) protocols to ensure accuracy and reliability of data.
  4. Support and facilitate People First Impact Method (P-FIM) exercises, including documentation, follow-up, and partner coaching. Promote participatory learning and reflection throughout all interventions.
  5. Promote the use of Sphere standards and other recognised humanitarian benchmarks in programme design, implementation, and monitoring to ensure principled and rights-based programming.
  6. Manage and promote the Beneficiary Feedback and Complaints Mechanism (BFCM) to strengthen accountability to affected populations. Analyse MEAL data and lessons learned to support adaptive management and evidence-based decision-making.
  7. Design and deliver capacity building for partner organisations and ASB staff on MEAL methodologies, community engagement, and quality assurance. Provide technical guidance to strengthen partner MEAL systems and reporting practices.
  8. Contribute to internal and donor reporting by providing analytical insights and recommendations based on MEAL, accountability, and quality findings. Develop data-driven reports and performance dashboards to demonstrate project impact.
  9. Coordinate with consortium partners and relevant stakeholders to harmonise MEAL approaches, share learning, and ensure coherence across projects.
  10. Represent ASB in coordination platforms and humanitarian working groups.
  • Proven experience in humanitarian quality, accountability, and MEAL functions.
  • Minimum of 5 years work experience in the humanitarian sector.
  • Sound applied understanding of a rights-based humanitarian approach grounded in principled humanitarian standards.
  • Strong facilitation, communication, and training skills, ideally with experience in participatory methodologies such as P-FIM.
  • Knowledge of Sphere standards and humanitarian principles (Sphere trainer certification is an advantage).
  • Experience working with Syrian NGOs and local communities is highly desirable.
  • Excellent interpersonal, coordination, and reporting skills.
  • Ability to work independently and remotely in a dynamic and fast-paced environment.
  • Language skills: Fluent in Arabic and English (spoken and written); Kurdish is an asset.
  • Willingness to travel to project areas as feasible and work across multiple locations.
