A. Program Implementation & Technical Oversight
• Plan, implement, and monitor FSL and CVA activities, including:
1. Multipurpose Cash Assistance (MPCA)
2. Conditional or Unconditional Cash Transfers
3. Food voucher programs
4. Agricultural or small business livelihood support
• Ensure activities are implemented in line with ME’s SOPs, Sphere Standards, and relevant sectoral guidance.
• Supervise FSL & Cash Assistants or enumerators and provide technical support in the field.
B. Assessments & Market Analysis
• Lead field assessments to identify food security needs, income gaps, and market functionality.
• Conduct market price monitoring and contribute to feasibility studies and response analysis.
• Work closely with the MEAL team to design and implement baseline surveys, Post-Distribution Monitoring (PDM), and outcome assessments.
C. Targeting & Beneficiary Engagement
• Lead the design and roll-out of beneficiary selection criteria in collaboration with communities and partners.
• Ensure transparency, accountability, and inclusion (age, gender, disability) in targeting.
• Support the functioning of complaints and feedback mechanisms for cash and FSL activities.
D. Coordination & Representation
• Coordinate with national partner and other field-level actors to avoid duplication and ensure complementarity.
• Represent Mission East in the Cash Working Group, Food Security sector, and other relevant coordination forums.
• Liaise with local authorities and ensure compliance with local registration or approval procedures.
E. Reporting & Documentation
• Prepare high-quality internal and donor reports (activity updates, indicator tracking, narrative inputs).
• Maintain accurate beneficiary records and documentation in line with data protection protocols.
• Ensure proper documentation of all field processes (lists, receipts, verification tools, etc.).
F. Capacity Building
• Support capacity building for staff, local partners, and community focal points on FSL and CVA topics.
• Contribute to the development of guidance notes, training materials, and implementation tools.
• Mentor FSL team members and support performance monitoring and learning.
G. Monitoring, Project Management & Proposal Design
• Contribute to the development of detailed implementation plans, procurement schedules, and cash transfer timelines.
• Monitor project performance against indicators, log frames, budgets, and timelines, in close coordination with the MEAL team.
• Adapt activities and implementation approaches based on field feedback, security context, and emerging needs.
• Support the design and review of logical frameworks, results-based management tools, and MEAL plans for FSL and cash interventions.
• Assist in the preparation of concept notes, technical inputs, and proposal sections related to FSL and Cash-Based Programming.
• Lead or support the use of digital data collection tools (e.g., KOBO) for baseline, post-distribution monitoring (PDM), and outcome surveys.
• Ensure documentation is accurate and up to date, including activity plans, beneficiary databases, service provider contracts, and coordination logs.
Work collaboratively with logistics, finance, and MEAL teams to ensure smooth implementation and compliance with donor and internal policies.
Education:
• Bachelor’s degree in agriculture, Business Administration, Economics, or a related field.
• A master’s degree in a relevant field is a strong asset.
Experience:
• Minimum of 3–5 years of experience in FSL and/or cash programming in humanitarian or development settings.
• Proven experience in implementing cash and voucher assistance (CVA) using digital and manual delivery mechanisms.
• Experience working with national partners and engaging with community structures.
• Experience conducting field assessments and post-distribution monitoring.
Technical Skills:
• Solid understanding of cash transfer programming modalities and best practices.
• Knowledge of market assessment tools and humanitarian tools (e.g., KOBO, ODK, Excel).
• Familiarity with food security frameworks (IPC, HEA, etc.) is desirable.
• Strong reporting, planning, and coordination skills.
Language Skills:
• Fluency in Arabic (written and spoken) is essential.
• Fluency in English (written and spoken) is essential.
Core Competencies:
• Strong interpersonal and team leadership skills.
• Cultural sensitivity and understanding of community engagement.
• Accountability, problem-solving, and adaptability.
• Commitment to humanitarian principles and Core Humanitarian Standards (CHS).
• Ability to work under pressure and meet deadlines.

This role will be based in Syria. Applicants will be required to demonstrate that they have the right to live and work in Syria.
