Technical Leadership and Programme Quality

·       Provide overall technical leadership and quality assurance for child protection programming including case management and focused PSS

·       Ensure programmes are aligned with international child protection and case managment standards, national frameworks and PIN policies.

·       Develop, adapt and maintain child protection tools, guidance documents, SOPs and technical resources in collaboration with Consortium child protection technical lead agency

·       Ensure child protection considerations are integrated throughout the project cycle across PIN and Implementing partner  programming.

·       Promote integration of child protection and safeguarding principles across sectors, particularly Education in Emergencies.

·       Support community-based child protection approaches, including strengthening community structures and child protection mechanisms.

·       Undertake regular supervision activities, including joint field visits with consortium partners and review of program data to support programme quality and partner capacity.

Program Development

·       Contribute to assessments, programme design, proposal development and budgeting.

·       Support child protection risk assessments, safety audits and community-based risk mapping exercises.

·       Identify opportunities for strengthening child protection programming and integration across sectors.

Capacity Building and Technical Support

·       In collaboration with Consortium Child Protection technical Lead agency, develop and deliver training materials and capacity-building initiatives for staff, partners and community structures.

·       Mentor, coach and provide day to day technical guidance to programme teams and partners on child protection approaches and standards.

·       Contribute to CP AoR sub-sector technical guidance development at the national and sub-national levels, sector wide capacity building and other joint efforts.

·       Support capacity strengthening of community-based child protection committees and other community structures.

Partnerships and Referral Systems

·       Lead on assessments of partner technical capacities in collaboration with Consortium CP technical Lead agency

·       Provide quality oversight to implementing partners delivering child protection services.

·       Coordinate the establishment and maintenance of safe referral pathways, ensure harmonized approaches with consortium partners. .

·       Together with Consortium partners, coordinate service mapping exercises and ensure referral information is regularly updated.

·       Develop and review Memoranda of Understanding (MoUs) and referral agreements with partner organizations and service providers.

·       Ensure referral pathways are functional, ethical and aligned with child protection principles.

·       Work closely with MEAL teams to ensure referrals are integrated across CFRM and Safeguarding mechanisms internally within PIN and partner organizations.

·       Coordinate with CFRM to ensure smooth and timely coordination on relevant cases (in line with case categorisation)

Monitoring, Evaluation, Learning and Reporting

·       Support development of child protection indicators, monitoring tools and data collection systems in alignment with consortium CP technical lead agency tools and guidance's.

·       Ensure quality monitoring of child protection activities and partner implementation.

·       Review programme data, field reports, post implementation monitoring's and provide recommendations for programme improvement.

·       Support documentation of lessons learned promising practices and evidence generation across the consortium and internally within PIN.

·       Review and provide technical input into internal and donor reports, ensuring accurate analysis of child protection activities, achievements, challenges and lessons learned.

·       Work closely with MEAL teams to strengthen integrated EiE and CP monitoring systems and ensure child protection considerations are integrated into assessments, monitoring and evaluations.

Coordination and Representation

·       Represent PIN and Consortium partners in national child protection coordination mechanisms ( CP AoR), clusters , technical task forces  technical working groups.

·       Coordinate with National and Local government authorities, UN agencies, NGOs and community stakeholders.

·       Contribute to inter-agency child protection initiatives and technical discussions.

·       Share programme learning and evidence in relevant coordination platforms. Paticipate in sector wide Needs assessments and joint education and child protection assessments, multi sector assessments.

Cross-Cutting

·       Lead the integration of child protection, protection mainstreaming, safeguarding and GESI across programmes, ensuring activities are safe, inclusive, accessible and accountable for all population groups.

·       Provide technical guidance to sector teams to identify and mitigate child protection and safeguarding risks through assessments, programme design, implementation and monitoring.

·       Strengthen staff and partner capacities on child protection mainstreaming, safeguarding, referrals and GESI, promoting integrated and community-centred programming.

·       Support strategic positioning and growth of child protection programming within the Syria response.

·       -Advise senior management on child protection priorities and risks.

·       Coordinate closely with safeguarding focal points to strengthen prevention, reporting and response mechanisms.

·       -Ensure child safeguarding considerations are integrated into programme design, monitoring and partner management processes.

And fulfils any other tasks as required.
