The Monitoring Assistant will work within the Monitoring Unit and in collaboration with the other units from the Field Office, colleagues and counterparts in CO and WFP cooperating partners.

ACCOUNTABILITIES/RESPONSIBILITIES:

Under the supervision of the Head of M&E, and within delegated authority the incumbent will be responsible for:

  • Act as primary source of data collected in the field, in agreement with monitoring plans established priorities and WFP operational standards, such as data quality standards, minimum monitoring requirements, benchmark for compliance, quality assurance and mitigation of risks, efficiency of programme and accountability to affected populations.
  • Undertake regular field visits to verify distribution of food commodities, nutrition, livelihoods activities, and other WFP interventions, and provide a timely summary of findings, including documenting any issues, and/or observations from field visits through WFP’s platform and weekly reports to the HoP/HoFO.
  • Provide guidance, support and training on WFP methodologies, tools and operational practices to cooperating partners, in order to enable their monitoring capacity and enable to collect information on behalf of WFP.
  • Provide inputs and feedback for the creation and validation of monitoring plans based on information received by monitoring and programme colleagues as well as cooperating partners.
  • Maintain information archive records including, monitoring checklist, commodity movements, monitoring plan and monitoring findings.
  • Provide continuous feedback for the improvement of monitoring tools.
  • Report on issues or discrepancies for timely resolution in line with WFP standards.
  • Collect and consolidate field level activities data to support program reviews and decision-making processes including summarizing field monitoring findings from the field, partners, beneficiaries and governmental authorities and link them to observations to contribute in strategic decision-making to ensure proper response from WFP is provided.
  • Receive and consolidate comments and feedback from cooperating partners and beneficiaries and arrange for regular meetings with community members and cooperating partners on distribution arrangements, food entitlements and other relevant issues to support effective communication flow and efficient operations.
  • Prepare field mission reports documenting program implementation including collecting information before each monitoring visit on previous visits and key information needs, report back on progress and resolution of previous issues, and ensure timely and accurate achievement of weekly, monthly, and biannual monitoring plans.
  • Ensure diligent follow-up on field findings and verify that resolutions identified by the programme are effectively implemented at the field level.
  • When needed, and in coordination with Head of Unit, participate to beneficiaries targeting and registration activities, and ensure eligible households registered through the registration platform.
  • When needed, provide with monitoring of emergency response activities.
  • Undertake additional duties as identified by the Head of Monitoring & Evaluation and the Head of Programme, in accordance with the TOR framework.

Education:

Completion of secondary school education. A post-secondary certificate in the related functional area is desirable.

Experience:

Minimum 4 years of experience composed of a minimum of 1 year in the field of M&E in humanitarian operations and 3 years in any other field but preferably in the field of the position or related.

Knowledge & Skills:

  • Knowledge of qualitative and/or quantitative methodologies

  • Knowledge of monitoring essentials

  • Knowledge and experience in data analysis using tools Excel, R SPSS

  • Knowledge and experience in summarizing information and reporting

  • Advanced skills in designing data collection forms in MS Excel and Open Data Kit (ODK) or equivalent is considered an asset.

Languages:

Fluency in both oral and written communication in English and Arabic
