Position Information

• Position Title: Health Specialist

• Location: Aleppo and Raqqa Governorates, Syria

• Line Manager: Health Coordinator

Definition of the Post

• The Health Specialist supports the Health Coordinator in the technical oversight, implementation, monitoring, and quality assurance of health interventions across Aleppo and Raqqa Governorates. The position ensures effective day-to-day implementation of programme activities, technical compliance, service quality, and achievement of project objectives.

• The Health Specialist works closely with programme teams, project managers, MEAL staff, and technical specialists to ensure timely implementation, performance monitoring, capacity strengthening, and continuous improvement of health services. The position requires frequent travel to supported health facilities and communities within Aleppo and Raqqa Governorates.

Support the Health Coordinator in planning, coordinating, implementing, and monitoring health programme activities across Aleppo and Raqqa Governorates.

• Monitor progress against workplans, indicators, deliverables, and project targets and support corrective action planning when required.

• Provide technical oversight to ensure health interventions are implemented according to approved standards, donor requirements, and relevant health guidelines.

• Conduct regular supportive supervision and monitoring visits to health facilities and programme sites.Support strengthing local partners (DoH and other IPs) in healthcare governance, health services management and planning advacing health system strengthening goals throughout capacity building workshops and dayily mentoring plans. Provide technical oversight and monitoring of pharmaceutical and health commodity management across supported programmes, ensuring the continuous availability of essential medicines, medical supplies, and equipment through effective forecasting, quantification, stock monitoring, supply chain performance review, and coordination with programme, logistics, and procurement teams.Support strengthing local partners (DoH and other IPs) in healthcare governance, health services management and planning advacing health system strengthening goals throughout capacity building workshops and dayily mentoring plans. • Assess service quality, functionality of facilities, staffing needs, referral systems, infection prevention and control measures, and availability of essential supplies and equipment.

• Support implementation of primary health care, community health, public health, disease prevention and control, maternal and child health, nutrition, mental health, and referral activities as applicable.

• Review programme performance data and monitor key indicators related to service utilization, quality of care, patient outcomes, and programme effectiveness.

• Identify implementation gaps, technical risks, and operational challenges and recommend practical solutions.

• Support the implementation of quality assurance and quality improvement initiatives across supported facilities.

• Provide technical mentoring, coaching, and supportive supervision to health programme staff.

• Support training needs assessments and contribute to the design and delivery of capacity-building activities.

• Coordinate closely with programme teams to strengthen integration and harmonization of health interventions.

• Participate in assessments, surveys, evaluations, technical meetings, and coordination forums as delegated by the Health Coordinator.

• Contribute to donor reports, monthly updates, assessments, and technical documentation.

• Work closely with MEAL and Information Management teams to improve data quality, reporting systems, and evidence-based decision-making.

• Document best practices, lessons learned, and programme achievements.



 

University degree in Medicine.

• Master’s degree in Public Health, Epidemiology, Health Systems Management, Global Health, or a related field is highly desirable.

• Minimum five (5) years of professional experience in health programme implementation, healthcare services, public health, or health systems strengthening.

• Minimum three (3) years of experience in technical supervision, programme monitoring, or health programme coordination.

• Demonstrated experience in humanitarian and/or development health programmes.

• Experience conducting health facility assessments, supportive supervision, monitoring, reporting, and capacity-building activities.

• Experience working with international NGOs is required.

• Strong understanding of primary health care, public health programming, and quality improvement approaches.

• Experience in health data analysis and programme performance monitoring.

• Fluency in Arabic and English.

Merit Accreditation

• Experience working in Aleppo and/or Raqqa Governorates.

• Experience supporting donor-funded health programmes.

• Experience in quality improvement, health governance, and health systems strengthening.

• Strong coordination and stakeholder engagement skills.

• Experience in outbreak preparedness and response.

• Proven leadership and mentoring capacity.

• Good understanding of project cycle management and results-based management.

• Ability to travel frequently to programme locations and work in challenging environments.
