The purpose of this position is to work in collaboration with the Education Project Manager to lead the overall day-to-day implementation of Education activities implemented by NRC Syria. The position holder will be responsible for managing delegated NRC education staff and supporting successful delivery of project activities in areas of implementation, Syria.

The position-holder will be duty-stationed in one of NRC's operational hubs in Northeast Syria (currently including Raqqa, Hassakeh and Qamishli). The duty station may change in accordance with operational requirements. The position-holder will be line-managed by the Education Project Manager and will be expected to work in close collaboration with the Education Technical Officers/Officers. As all staff are currently field-based, coordination and communication will take place at the field level.

Generic responsibilities:

Ensure compliance with NRC policies, guidelines and standards

Ensure compliance with Education strategy, tools, handbooks, guidelines and standards

Implement delegated portfolio of Education projects Day-to day (activities, budget and project documentation) as delegated from line manager in line with

proposals, strategies and donor requirements, and ensure high technical quality

Provide regular progress reports to line manager (APM if no PM)

Liaise and collaborate with relevant local authorities and other key stakeholders

Ensure quality control measures and tools are utilised and regularly implemented and updated, including monitoring of project activities

Ensure capacity building of project staff and transfer key skills

Assess, promote and document ideas for technical improvement and further program development options

Ensure that projects target participants most in need, and explore and asses new and better ways to assist

Promote the rights of IDPs/returnees in line with the advocacy strategy

 Specific responsibilities

Supervise and support education project teams, ensuring clear roles, strong performance management, and continuous capacity building.

Ensure meaningful engagement with communities and learners throughout planning, implementation, and feedback processes.

Support the monitoring and evaluation, including data collection, analysis, and information management, in line with NRC's M&E frameworks.

Support PMs in tracking and monitoring spending and budget utilization.

Contribute to high-quality internal, donor, and inter-agency reporting, ensuring accuracy, consistency, and compliance with deadlines.

Mainstream protection, gender, inclusion, and accountability in all education programming, safeguarding the dignity and rights of all beneficiaries.

Coordinate closely with other Core Competencies and support integrated program approaches where relevant.

Represent NRC’s education programme in area-level coordination mechanisms, clusters, and peer networks, as delegated by the line manager. Promote a culture of learning, continuous improvement, and knowledge sharing within the education team and across other departments

Generic professional competencies for this position:

Bachelor's degree in education / psychology / Social Science or relevant humanitarian degree.

Minimum 2 years of experience from working within technical expertise area in a humanitarian/ recovery context, including but not limited to the fields of Education, Children, Youth, or Child Protection.

Experience of working in complex and volatile contexts.

Technical Education and Emergency Response expertise.

Documented results related to the position’s responsibilities.

Fluency in English and Arabic, both written and verbal.

Context related skills, knowledge and experience:

Technical Education and Emergency Response expertise.

Proven experience in implementing non-formal education

Knowledge about own leadership skills/profile.

- Duty station: NES Raqqa- Syria

- Contract: Fixed-term Employment Contract until the end of December 2026, renewable based on the need, satisfactory performance,  and availability of funding

- Salary/benefits: Grade 6 of NRC's salary scale (NRC Grade profile)
