Location: Damascus

POSITION SUMMARY:

The Human Resources Officer will support the HR function of ONSUR by coordinating recruitment, employee relations, performance management, HR administration, and compliance with applicable labor laws and organizational policies. This role contributes to fostering a positive work environment in alignment with ONSUR’s mission and values.

1. Recruitment & Staffing

  • Coordinate recruitment activities including job postings, candidate screening, interview scheduling, and onboarding.
  • Ensure fair and transparent hiring processes in line with organizational standards.
  • Maintain and update job descriptions for all roles.

2. Employee Relations

  • Act as a primary point of contact for HR-related staff inquiries and concerns.
  • Promote a respectful workplace and assist in resolving employee issues.
  • Support engagement initiatives and employee morale.

3. Performance Management

  • Assist in implementing performance evaluation systems.
  • Support managers in setting performance objectives and tracking outcomes.
  • Identify training needs based on performance reviews.

4. HR Administration

  • Maintain accurate and confidential personnel records.
  • Prepare HR documentation, reports, and correspondence.
  • Manage contracts, renewals, attendance, leave tracking, and separation processes.

5. Policies & Compliance

  • Ensure HR practices comply with local labor regulations and internal policies.
  • Support implementation of organizational policies including code of conduct and safeguarding.
  • Assist in updating and communicating HR policies and procedures.

6. Learning & Development

  • Coordinate staff orientation and onboarding sessions.
  • Support training and professional development activities.
  • Monitor effectiveness of training interventions.

7. Organizational Support

  • Contribute to building a culture of teamwork, accountability, and ethical conduct.
  • Support HR planning and workforce development initiatives.
  • Bachelor’s degree in Human Resources, Business Administration, or related field.
  • Minimum 2–3 years of HR experience, preferably within NGOs or humanitarian contexts.
  • Familiarity with labor law and HR best practices.
  • Experience in recruitment, employee relations, and HR administration.

  • Strong interpersonal and communication skills.
  • High level of integrity and confidentiality.
  • Organizational, problem-solving, and time-management skills.
  • Ability to work under pressure and handle multiple tasks.
  • Proficiency in MS Office (Word, Excel, Outlook).
  • Fluency in English; additional languages an asset.
