The position is to be filled as soon as possible, with an initial contract duration of 16 months. There are very good prospects for an extension. Employment location will be Damascus, Syria.

The Food Security and Livelihoods Project Manager (FSL PM) will lead on program development, management, implementation and partnership coordination of WHH’s project(s). S/he will coordinate, oversee and be responsible for activities implemented by WHH in collaboration with project partners across Syria, wider civil society and various different stakeholders. The FSL PM will play a critical role in overall financial management, risk management, donor reporting and liaison, external representation and relationship management with different networks and clusters in Syria. The FSL PM will provide key technical advice to both internal and external stakeholders and ensure overall technical oversight and quality implementation aligned with sector-specific guidance on FSL framework and common technical approaches. In addition to this, s/he will also play a critical role in knowledge, lesson learning and capitalization to support WHH advocacy and influencing agenda in line with its country strategy.

  • Lead and coordinate the implementation of complex, multi-stakeholder projects in Syria, ensuring compliance with WHH and donor standards
  • Provide strategic and technical oversight on Food Security & Livelihoods (FSL), resilience and early recovery interventions
  • Develop, monitor and adjust project work plans, budgets, and MEAL frameworks in close coordination with partners and internal teams
  • Ensure high-quality narrative and financial reporting to donors and internal stakeholders
  • Oversee the integration of gender, protection, conflict sensitivity and accountability across all projects
  • Establish and maintain effective partnerships with local and international actors, supporting localization and capacity building efforts
  • Ensure risk management, including the development of mitigation strategies in coordination with the security team
  • Supervise project budgets, procurement, and financial controls, ensuring full compliance with internal and donor regulations
  • Represent WHH in coordination platforms, advocacy efforts, and external stakeholder engagements
  • Promote learning, adaptive management and knowledge sharing across FSL and rehabilitation programming
  • Lead and manage multidisciplinary project teams, ensuring performance, team cohesion, and compliance with WHH values and policies
  • Contribute to project design and fundraising, including proposal development and strategic planning aligned with WHH’s Syria strategy.
  • Bachelor’s degree in a relevant field, including international development, social sciences, food security/ nutrition or a related field (master’s degree preferred).
  • Minimum of 5 years' experience in managing resilience building and early recovery interventions, including program design and program implementation, ideally in emergency or post-conflict settings.
  • Strong knowledge of food security and livelihoods approaches, frameworks and programming modalities.
  • Strong background in project cycle management, proposal development, budgeting, and donor compliance.
  • Solid understanding of humanitarian and development coordination mechanisms and standards (e.g., Sphere, CHS).
  • Experience working with major institutional donors will be an added advantage (e.g., BMZ, ECHO, UN agencies).
  • Fluency in English (written and spoken) and Arabic.
  • Syrian nationality or legal eligibility to work and travel inside Syria.
