The Monitoring, Evaluation, Accountability, andLearning (MEAL) department plays a centralrole in ensuring the Syria Country Office’s (SCO) programming and operations are evidence-based and focused on qualityprogramming. The department is accountable for tracking the progress of SCO’s projects against theiroutcome and output targets and meeting donorcommitments, conducting evaluations of projects to determine theirsuccess and impact againstkey areas, integrating learning into all aspects of the project cycle to ensure adaptive programming and a culture a continuous learning and improvement, and ensuring accountability to affected communities through information sharing, feedback and reporting mechanisms, and that the voices of those we serve areincorporated into our programs and decision makingprocesses. The MEAL team in the FieldOffices is responsible for tasks associated with the implementation of programs, including keyparts of the data lifecycle (collection, storage, analysis, usage, archiving and destruction), regularinternal and donorreporting, managing relationships with partners, including through capacity building, and engaging directly with beneficiaries for information sharing and accountability activities. The Accountability team in the Field Offices, as a sub-team within MEAL, is responsible for establishing and maintaining accountability systems in the Field Office in line with the SCO Accountability Framework and the Core Humanitarian Standard, which enables children andcommunities to (i) be informed about our mandate, the nature of our response and their entitlements, (ii)contribute to decisions about the designand implementation of our activities, and (iii) provide and receive timely, appropriate responses to complaints and feedback about our interventions, whichwill help improve the SCO’s programming.
The Accountability Coordinator is the team leader for accountability staff in the SCO, acting as their technical backstop, providing high-level technical and managerial support to field teams and implementing partners. They are accountable for the implementation of SCO’s Accountability Framework, maintaining all Feedback and Response Mechanism channels and systems, ensuring high-quality accountability tools are developed and used, that data from children and communities is analysed and utilized in decision making processes; and generally acting as a champion for a culture of accountability across teams in the office. They are also accountable as a project manager for a dedicated accountability focused project, the Boosting Accountability to Affected Communities Project (BAACP).

KEY AREAS OF ACCOUNTABILITY:
BAACP Project
Lead the implementation of the Boosting Accountability to Affected Communities Project (BAACP).
Manage the annual adjustment of the BAACP log Frame and budget, in collaboration with Save the Children Norway and Denmark.
Oversee the development, review, selection, and management of sub-Awards for implementing partners as part of the BAACP.
Hold regular progress meetings with partners involved in the BAACP and act as their primary focal point in SCO.
Ensure regular donor reporting requirements for the BAACP are met, in collaboration with Save the Children Norway and Denmark.
SCO Accountability Activities
Oversee the implementation of SCO's Accountability Framework, across the entire office portfolio covering all programmatic sectors.
Lead the Accountability team, as a sub-team within the wider MEAL department, ensuring all team members are technically supported, and completing requirements in line with the SCO frameworks and SCI standards.
Accountable for ensuring that all FRM channels are available to communities, are being correctly administered by staff, that the feedback loop is being closed consistently, and that the anonymised data from the FRM is being regularly analysed and utilised in decision-making processes.
Oversee the implementation of data sharing plans, ensuring that plans are in place, and that information about SCO's work is shared with children and communities in an easily understandably, culturally appropriate, and child friendly manner.
Lead on the continuous development of SCO's online FRM system, in collaboration with the IM Manager and external software developers.
Develop and adapt the associated data collection tools and accountability materials required to implement the accountability and participation minimum requirements and to ensure a standardised approach across operational area (e.g. information posters, leaflets etc).
Ensure the integration of gender and disability sensitivity, and safeguarding considerations, into accountability tools, materials, and activities, in collaboration with Safeguarding, and Gender and Inclusion staff.
Lead the integration of accountability elements in all MEAL tools used within and across projects.
Ensure that accountability and participation are integral elements of all aspects of the organisation's approach to MEAL.
Work closely with PDQ team members and Operation team to promote understanding of the importance of accountability and participation to achieve quality programming.
Ensure the integration of feedback from children and affected communities into the design of projects during proposal development.
Ensure the accountability team is appropriately staffed and accountability activities are budgeted for in all proposals.
Effectively manage all project based and cross-portfolio accountability budgets.
Conduct regular visits to field offices to ensure compliance with the SCO Accountability Framework.
Lead on tasks associated with the Accountability Key Performance Indicator, including reporting, learning, and improvement.
Capacity Building and Coordination
Regularly assess the capacity levels of SCO and partner staff on accountability topics and practices and develop capacity building plans to address gaps.
Provide ongoing and ad hoc coaching, training, and support to accountability, MEAL, and non-MEAL SCO and partner staff on accentuality topics.
Organise and run regular child participation workshops for SCO and partner staff.
Conduct regular meetings with implementing partners to reinforce the importance of accountability as a foundation for program quality and offer support and guidance.
Conduct regular meetings with SCI global teams and Member offices to foster knowledge exchange, improve quality, and identify new opportunities for accountability activities and funding.
Attend monthly accountability taskforce meetings organised by OCHA and represent SCO and our accountability work.
Integration of Values
