The Senior Information Management Officer (Senior IMO) plays a pivotal role in strengthening Relief International’s data systems, quality, and use across the NWS hub. Reporting to the Information Management Coordinator, the Senior IMO is responsible for designing, maintaining, and optimizing information management systems that support evidence-based programming, accountability, and strategic decision-making.

This role leads the development of secure and efficient data systems, ensures compliance with data protection protocols, and drives innovation through automation and AI tools. The Senior IMO collaborates closely with MEAL, Program, Protection, and Advocacy teams to ensure data is accurate, timely, and actionable. They also support inter-agency coordination through timely reporting and participation in working groups.

The Senior IMO provides support in data analysis, visualization, and reporting, while also building the capacity of RI staff and partners in data management and quality assurance.

Information Systems Development & Data Governance

  • Design, develop, and maintain robust Information Management systems tailored to RI NWS hub needs.
  • Ensure each program has fit-for-purpose databases/software to manage and store beneficiary data securely.
  • Lead the implementation of RI’s data protection protocols, including regular spot checks and compliance with the Protocol for the Protection of Program Data (PPPD).
  • Establish and enforce secure, efficient procedures for data handling, sharing, and analysis, ensuring confidentiality and integrity.
  • Monitor and evaluate the performance of data systems, recommending upgrades and new technologies as needed.
  • Develop and maintain a centralized master database to track beneficiary reach across programs and sectors.
  • Provide technical support for the FCRM system and ensure ongoing maintenance of the online complaints platform.
  • Develop and maintain databases and digital data collection tools (e.g., KoBo Toolbox) for program activities.

Data Quality, Analysis & Innovation

  • Conduct regular Data Quality Assessments (DQA) and maintain systems for tracking data issues, including error logs, validation rules, and automated checks.
  • Lead data analysis efforts to generate actionable insights for decision-making.
  • Support the use of QGIS, Power BI, and other tools to visualize program data and geographic coverage.
  • Facilitate discussions with program teams to define and standardize direct/indirect and unique/duplicate beneficiary classifications.
  • Explore and pilot AI-driven tools to enhance data analysis, feedback tracking, and reporting efficiency.
  • Support the implementation of automation tools (e.g., Power Automate) to streamline workflows and feedback loops.
  • Participate in the Health Information System (HIS) working group and contribute to 4Ws and other inter-agency reporting.

Reporting & Visualization

  • Build and maintain dashboards, reports, and metrics.
  • Ensure data integrity and consistency in all reporting outputs.
  • Communicate key results using self-serve tools and visualizations tailored to program teams and senior management.
  • Collaborate with MEAL and Advocacy teams to produce data-driven insights for strategic planning and external communication.
  • Provide a timely submission of Protection Working Group (PWG), sub-working group 4W/3W matrices, global and regional reports.
  • Maintain systems for tracking data quality issues, including error logs, validation rules, and automated checks.
  • Design and implement tools and methodologies for ad-hoc assessments, including data collection and analysis.

Coordination & System Harmonization

  • Coordinate with MEAL, Program, and Protection teams to ensure alignment of data standards and safeguarding practices.
  • Contribute to the harmonization of data collection tools, reporting templates, and information flows across hubs.
  • Engage with IM focal points across hubs to ensure consistency with RI’s global data standards.
  • Participate in the internal IM Working Group to share innovations and contribute to system improvements.

Capacity Building & Technical Support

  • Identify capacity gaps and develop long-term plans to strengthen IM and data analysis skills among RI staff and partners.
  • Ensure all RI staff and partners are trained on the use of agreed data management tools and systems.
  • Provide ongoing coaching and mentoring to MEL staff on data quality assurance and system use.
  • Collaborate with HR to assess and address training needs related to information management.
  • Deliver structured training and refresher sessions for RI staff and field teams on data entry, tool use, dashboard interpretation, and data quality standards.

Essential criteria

  • Bachelor’s degree or higher in information management, data science, statistics, social sciences, or a related field.

  • Minimum 4 years of experiencein information management within humanitarian or development settings.

  • Proven expertise in managing health and protection-related data, including GBV and safeguarding-sensitive information.

  • Advanced proficiency in data analysis and visualization tools, including Power BI, Excel (pivot tables, dashboards), and SQL-based systems.

  • Demonstrated ability to design and manage databases, and apply digital tools for feedback tracking and automation (e.g., KoBo Toolbox, Power Automate).

  • Strong understanding of ethical data management, including confidentiality, privacy, and responsible data use.

  • Experience in leading or contributing to cross-functional teams, including capacity building of partners and internal staff.

  • Excellent communication and reporting skills, with the ability to synthesize complex data for diverse audiences.

  • Fluency in Arabic and English, both written and spoken.

Desirable criteria

  • Cultural and political sensitivity, with the ability to work effectively in diverse, dynamic, and often insecure environments.

  • Experience using statistical software EPI-Info, SPSS and STATA are a plus.
  • Experience using AI tools or platforms for humanitarian data analysis and decision support
  • Knowledge of interoperability standards and integration with health systems.
  • Experience with DHIS
