To produce a comprehensive policy paper addressing the challenges and opportunities of building a
developmental economic model for Syria during the transitional period, with actionable and practical policy
recommendations derived from inclusive dialogue and participatory sessions.
Conduct a concise analytical literature review on Syria’s economic landscape and relevant experiences from
other post-conflict transitions.
● Contribute to the design of the four dialogue sessions in coordination with TDA, including formulating key
questions and thematic outlines.
● Attend all dialogue sessions (in person or virtually) and document qualitative insights and findings.
● Analyze and synthesize the results of the sessions and integrate them as core components of the policy
recommendations.
● Prepare a first draft of the policy paper and revise it based on feedback from TDA.
● Participate in the final expert roundtable to present and discuss the paper’s findings and incorporate final
comments.
● Deliver the final version of the policy paper in Arabic, along with an executive summary in English
Expected Deliverables:
● A detailed work plan and timeline:
Submission of work plan and session design contribution: by 27 Aug 2025
Summary report of dialogue sessions: by 10 Sep 2025
First draft of policy paper: by 30 Sep 2025
Final version and presentation: by 10 Oct 2025
● A presentation (PowerPoint or PDF) summarizing the key findings and recommendations.
Required Qualifications:
● Advanced degree in economics, public policy, development studies, or a related field.
● At least 5 years of proven experience in research and policy paper writing related to the Syrian context or
other transitional/post-conflict settings.
● Deep knowledge of the Syrian economic situation and the dynamics of conflict and transition.
● Excellent analytical and writing skills in Arabic, with good command of English.
● Strong time management skills and ability to meet deadlines.
Logistical Arrangements:
● All meetings and coordination will be managed by the relevant team at TDA.
● The consultant will report to the Program Lead
MOU Conditions:
● The payment will be made in two installments:
● 35% upon submission of the minutes from the 12 dialogue sessions and the expert roundtable.
● and 65% upon submission of the final policy paper.
● The contractor must provide a bank account under his/her name or a company that is owned by the
contractor.
● Cash payments is prohibited, all fees will be exclusively paid via wire transfer.
