The Grants and Partnership Manager is a key Senior Management member and Head of the Gransts and Partnership Department and serves as the central link between donors, partners, external stakholders, and the internal programme teams. S/he leads on grant management, proposal development, donor compliance, and partnership coordination across all sectors — with a primary focus on Early Recovery and Livelihoods (ERL) and Food Security and Livelihoods (FSL), while providing technical and coordination support to Education, Protection, WASH, and Shelter programmes.

 

This role ensures that all proposals, reporting, and partnership agreements are coherent, evidence-based, and aligned with donor regulations, organizational priorities, and sector strategies. The Grants and Partnership Manager actively collaborates with Programme, MEAL, Media and Advocacy, and Finance teams to ensure synergy between project design, implementation, and donor requirements. S/he also represents Orange Organization externally, building and maintaining strong relationships with donors, UN agencies, INGOs, and local authorities, and local partners. Through active participation in sector coordination meetings, donor forums, and national or regional conferences, the role strengthens Orange’s visibility and credibility within the humanitarian and development community.

 

This position plays a strategic role in enhancing programme quality, expanding partnerships, ensuring compliance, and mobilizing resources that directly contribute to Orange’s mission and the sustainability of its programmes.



 

1.      Strategic Grants Leadership and Resource Mobilization:

·        Lead and oversee the full grants management cycle, from proposal to close-out phases, ensuring timely submissions, compliance, and quality outputs.

·        Work closely with the Programs Manager and Sector Leads (ERL, FSL, Education, Protection, WASH, and Shelter) to identify funding priorities, develop funding strategies, and align project pipelines with donor priorities.

·        Provide analytical inputs on funding trends, donor mapping, and new opportunities to strengthen Orange’s portfolio and diversify income streams.

·        Lead the coordination of grant inception, review, and close-out meetings, ensuring all relevant departments understand donor expectations and reporting obligations.

·        Support the Programs Manager in preparing strategic fundraising and donor engagement plans at both field and HQ levels.

 

2.      Proposal Development, Technical Coordination, and Due Diligence:

·        Coordinate the end-to-end proposal development process, ensuring high-quality, technically sound, and donor-compliant submissions across all sectors.

·        Work collaboratively with the ERL and FSL sector teams to ensure proposals are evidence-based, technically coherent, and aligned with humanitarian, early recovery, and resilience priorities.

·        Facilitate active coordination with Education, Protection, WASH, and Shelter teams to ensure multi-sector integration, inclusivity, and complementarity within program design.

·        Ensure effective collaboration with MEAL, Finance, and Supply Chain units during proposal development to align indicators, budgets, and procurement plans.

·        Coordinate and lead internal due diligence processes for new proposals and partnership opportunities, ensuring that all potential projects, partners, and donors are assessed for:

o   Alignment with the organization’s mission, strategy, and sectoral priorities

o   Financial and operational capacity to deliver commitments

o   Compliance with Orange’s safeguarding, and accountability standards

o   Legal, reputational, and security risks associated with the engagement.

·        Maintain comprehensive documentation of due diligence findings and ensure risk-mitigation measures are clearly reflected in agreements, proposals, and partnership frameworks.

·        Provide technical quality assurance and narrative editing to ensure proposals meet both donor requirements and organizational standards for accuracy, consistency, and clarity.

·        Facilitate integration of lessons learned, evaluation findings, and MEAL recommendations into new project designs and proposals.

·        Ensure final proposals and concept notes are reviewed and validated by relevant sector leads, management, and partners before submission.

 

3.      Donor Relationship Management and External Representation:

·        Serve as the primary focal point for all donor communications, ensuring timely responses to queries, updates, and requests for information.

·        Develop and maintain strong relationships with institutional donors, UN agencies, and international partners to strengthen Orange’s position as a reliable implementing partner.

·        Represent Orange Organization in external meetings, donor consultations, cluster discussions, workshops, and international conferences, ensuring the organization’s work and impact are clearly communicated.

·        Prepare high-quality organizational profiles, visibility materials, and talking points for senior management in donor and coordination meetings.

·        Provide regular donor intelligence updates to the Senior Management Team and Programme Units.

 

4.      Grant Compliance, Monitoring, and Reporting:

·        Ensure all projects comply with donor regulations, contractual obligations, and internal control procedures.

·        Supervise the grants tracking system, ensuring deadlines for proposals, reports, and audits are met and accurately recorded.

·        Oversee the preparation and submission of narrative reports, ensuring alignment with MEAL data, financial reports, and technical deliverables.

·        Coordinate with MEAL to verify progress against indicators and ensure accurate evidence-based reporting.

·        Lead periodic internal grant reviews, ensuring project performance aligns with donor-approved logframes and budgets.

·        Support teams to prepare for external audits, donor visits, and project evaluations.

 

5.      Partnership Management and Capacity Strengthening:

·        Lead on partner identification, due diligence, and partnership formation in coordination with the Compliance, Programme, and Finance teams.

·        Develop and manage partnership agreements, sub-grants, and MoUs, ensuring they meet donor and legal requirements.

·        Conduct capacity assessments for implementing staff, particularly those working in ERL and FSL sectors

·        Provide ongoing technical support and mentorship to staff in project management, financial compliance, and reporting standards.

·        Promote equitable partnerships and foster a culture of mutual accountability and transparency.

·        Facilitate regular donor review meetings to assess performance, share lessons learned, and identify improvement areas.

 

6.      Coordination and Contribution to Programme Quality:

·        Actively participate in programme coordination meetings, providing input on donor priorities, project performance, and reporting status.

·        Collaborate with sector leads to integrate grants-related insights into strategic sector planning and project design.

·        Support the harmonization of project management tools, reporting templates, and documentation systems across all programme sectors.

·        Ensure that grant and partnership data is systematically shared with MEAL, Finance, and Area Offices to strengthen field coordination and accountability.

·        Contribute to multi-sector proposal development by aligning technical inputs from ERL/FSL with Protection, Education, WASH, and Shelter.

·        Support field and area teams in representing Orange’s activities to local coordination bodies and authorities.

 

7.      Systems, Compliance, and Information Management:

·        Oversee the archiving and proper documentation of all grant and partnership materials (proposals, contracts, reports, correspondence).

·        Lead efforts to digitize grants management workflows through ERP or shared platforms (ERP Odoo or internal systems).

·        Develop and maintain internal SOPs, templates, and tracking tools for proposal development and grant reporting.

·        Ensure data integrity, confidentiality, and compliance with donor and internal data protection requirements.

 



 

Education: Bachelor’s degree in International Development, Business Administration, Economics, or related field (Master’s preferred).

·        Experience: Minimum 5–7 years of experience in grants management, proposal writing, or donor relations within NGOs/INGOs, preferably in humanitarian or early recovery contexts.

·        Technical Expertise:

o   Proven ability to manage multi-sectoral grants and complex donor portfolios.

o   Strong experience working in or supporting ERL and FSL sectors, with good understanding of livelihoods, resilience, and food security programming.

o   Familiarity with cross-sector integration with Education, Protection, WASH, and Shelter.

o   Deep understanding of donor regulations (ECHO, FCDO, UN agencies, GIZ, BMZ, etc.) and partnership management.

o   Demonstrated skills in donor communication, proposal writing, and report production.

o   Strong communication skills, including the ability to coordinate with multiple parties and external stakeholders

·        Language: Full professional proficiency in English and Arabic (written and spoken)

IT Skills: Proficiency in MS Office, experience with ERP Odoo system is desirable.
