NRC is in Syria to support people affected by forced displacement (IDPs, returnees, host community etc.) so that 
they can have access to timely and effective assistance, to cope with the crisis and when the crisis ends return 
and rebuild their lives. NRC started its activities in Syria in mid-2016. 
In 2024 NRC has reached with humanitarian assistance more than 699,313 individuals across Syria in the 
Governorates of Damascus, Rural Damascus, Daraa, Homs, Aleppo, Hama, Idleb, Hassakeh, Qamishli and Raqqa 
NRC will continue to apply an integrated programming approach, where Education, Information, counselling and 
legal assistance (ICLA), Shelter/WASH, Livelihoods and Food Security and (LFS) programmes, and Protection from 
Violence work jointly to enable displacement-affected populations to meet their basic needs, enjoy their rights, 
and benefit from pathways to durable solutions.

Line management responsibilities for directly reporting contingent workers (and staff when 
relevant) 
2. Manage, monitor and implement delegated portfolio of assigned projects (activities, budget and 
project documentation) in line with proposals, strategies and donor requirements, and ensure high 
technical quality, consistency and inclusive community participation 
3. Facilitate collaboration between Core Competencies (CCs) and thematics (Shelter & Settlements, 
Information, Counselling, and Legal Assistance (ICLA), WASH, Protection, Climate & Environment), 
Community Feedback Mechanism (CFM), and MEAL teams to ensure integrated implementation. 
4. Lead capacity building initiatives for staff from other CCs, facilitators, and community groups on 
participatory approaches, community resilience, climate adaptation, and risk reduction. 
5. Support evidence generation, learning, documentation of lessons learned, and dissemination of 
good practices. 
6. Liaise and collaborate with relevant local authorities and other key stakeholders 
7. Ensure that projects target beneficiaries most in need of protection, explore and asses new and 
better ways to assist. 
8. Contribute to programme development, assessments, proposal development, and strategic learning 
related to resilience programming. 
9. Compliance and adherence to NRC policies, guidance and procedures, and a specific responsibility 
for the functions policies and procedures .

Minimum 3–5 years of experience in shelter, resilience, DRR, climate adaptation, community 
development, or related humanitarian programming. 
 University degree in Community Development, Social Sciences, Sociology, Anthropology, Social 
Work, Development Studies, Environmental Sciences, 
 Disaster Risk Reduction (DRR), Urban Planning, Engineering, Architecture, or a related field. 
 Experience in shelter and settlement programming in humanitarian or displacement contexts 
would be an advantage. 
 Experience implementing participatory approaches and community-based methodologies. ______________________________________________________________________
 Experience doing environmental and climate assessments and developing mitigation plans is an 
advantage. 
 Demonstrated experience in training, facilitation, and capacity building. 
 Strong report writing, documentation, and analytical skills. 
 Experience working with humanitarian and displacement-affected communities. 
 Experience coordinating multi-sectoral activities and engaging diverse stakeholders. 
 Strong communication, presentation, and interpersonal skills. 
 Proficiency in Microsoft Office applications. 
Additional Information 
 Duty station: North East Syria Office - Hassakah 
 Contract: Fixed terms. Renewable, based on funding and performance. 
 Salary/benefits: Grade 7 of NRC's salary scale (NRC Grade profile)
