GENERAL POSITION SUMMARY:

The FSL Program Coordinator will be responsible for the technical coordination, supervision, and quality

assurance of all Food Security and Livelihoods activities implemented in rural Hama under the FSL program.

Working under the direct supervision of the Program Manager, the Coordinator will ensure that interventions

for farmers, herders, and MSMEs are delivered effectively, efficiently, and in line with Mercy Corps’ technical

standards and donor requirements.

The role focuses on planning, coordination, and oversight of agricultural and small business support

interventions, including the rehabilitation of productive assets, distribution of agricultural inputs, facilitation of

training and technical assistance, and strengthening of local market linkages. The coordinator will ensure close

harmonization between projects, maximizing field resources, ensuring consistent technical quality, and

preventing duplication of efforts.

The FSL Program Coordinator will supervise FSL Officers and Assistants, ensure accurate field monitoring

and data collection, and maintain active coordination with the Directorate of Agriculture, community

committees, and technical partners, including WASH and Early Recovery teams. The position requires strong

technical expertise in agriculture or rural livelihoods, solid operational management skills, and the ability to

guide teams and partners toward achieving high-quality and sustainable results.


 

Strategy & Vision

▪ Establish direction by prioritizing and organizing actions & resources to achieve objectives and contribute to the

overall strategy development of the department.

▪ Develop and organize activities for programs and convince stakeholders to provide support.

▪ Technical Leadership and Planning

▪ Lead the planning and implementation of FSL interventions focused on agricultural production, livestock

support, and MSME development in rural Hama.

▪ Contribute to the design and adaptation of activities based on evolving context, market dynamics, and lessons

learned from the program.

▪ Ensure all interventions align with Mercy Corps’ FSL technical standards, donor requirements, and relevant

sectoral guidelines.

▪ Support the preparation of implementation plans, BoQs, work schedules, and input distribution plans in

coordination with the field teams and technical consultants.

▪ Implementation, Monitoring, and Quality Assurance

▪ Supervise day-to-day implementation of FSL activities led by Officers and Assistants, ensuring timely delivery,

technical soundness, and adherence to workplans.

▪ Conduct regular field visits to monitor progress, identify challenges, and provide on-site guidance to ensure

quality and accountability.

▪ Oversee data collection and reporting tools, ensuring accuracy in participant lists, activity trackers, and

monitoring systems.

▪ Coordinate with the Monitoring, Evaluation, and Learning (MEL) team to ensure field data informs program

decisions and learning.

▪ Review and validate all activity documentation (attendance sheets, delivery notes, photos, reports) prior to

submission to the Program Manager.

▪ Coordination and Integration

▪ Ensure strong coordination between the FSL and WASH teams to promote complementary interventions,

particularly where agricultural livelihoods depend on water infrastructure.

▪ Maintain close collaboration with the Agriculture Directorate, community committees, and local councils to

ensure relevance and sustainability of activities.

▪ Facilitate coordination with FAO, Cluster actors, other local NGOs, and INGOs to prevent duplication and

identify opportunities for joint programming or referrals.

▪ Participate in local and technical coordination forums relevant to FSL and early recovery sectors, representing

Mercy Corps professionally.

▪ Team Supervision and Capacity Building

▪ Directly supervise FSL Officers and Assistants, providing ongoing mentoring, technical guidance, and

performance feedback.

▪ Develop and implement capacity-building plans for team members on topics such as farmer engagement, MSME

support, monitoring, and data management.

▪ Support team members to maintain high standards of community engagement, inclusion, and conflict sensitivity

throughout implementation.

▪ Foster a collaborative and accountable team culture based on continuous learning and mutual support.

2▪ Operational and Financial Oversight

▪ Work closely with Operations and Finance teams to prepare procurement plans, purchase requests, and payment

documentation in line with Mercy Corps policies.

▪ Track activity budgets and expenditures with the Program Manager, ensuring alignment with approved forecasts

and efficient use of resources.

▪ Contribute to supplier evaluation and selection through participation in procurement committees, ensuring

transparency and quality compliance.

▪ Support the Program Manager in preparing monthly cash forecasts and justifications.

▪ Reporting and Documentation

▪ Prepare regular technical and progress reports, summarizing achievements, challenges, and recommendations

for adaptive management.

▪ Contribute to donor and internal reporting with evidence-based data and lessons learned from field

implementation.

▪ Ensure accurate filing and documentation (soft and hard copies) of all FSL activities, including participant lists,

distribution records, and monitoring tools.

▪ Support the Program Manager in compiling information for program reviews, evaluations, and audits.

▪ Safety, Compliance, and Accountability

▪ Ensure that all team members operate in accordance with Mercy Corps’ safety and security procedures and are

aware of context-specific risks.

▪ Promote adherence to Safeguarding, Code of Conduct, and Do No Harm principles across all activities.

▪ Support accountability mechanisms, ensuring community feedback is regularly collected, reviewed, and

addressed.

Representation

▪ Participate in and support internal office coordination and planning meetings and workshops.

▪ Provide support to the design and development of new proposals as requested.

▪ Communicate effectively to ensure overall project targets and donor obligations are met.

▪ As required by the supervisor, represent Mercy Corps at donor meetings, or government and sectoral

coordination for meetings


 

• If diploma or no degree + min. 5 years’ relevant experience / undergraduate degree + min. 4 years’

relevant experience / Graduate and/or postgraduate + min. 3 years’ relevant experience.

• Experience in Syria context.

• Experience in market-based approaches and agriculture is asset.

• Experience in management of in-kind and vouchers distribution.

• Commitment to local capacity building and past experience of engaging and working with local

stakeholders in project design and implementation.

• Excellent coordination and planning skills.

• Effective verbal and written communication, in English and Arabic.

• Experience in donor reporting.

• Experience in Remote project management

Accountability to Stakeholders:

▪ Ensure that participant communities are adequately informed about programs, are aware of their entitlements,

are comfortable to give feedback and that feedback is used to improve the quality of our programs.

▪ Draft CARM responses for the Program Coordinator review.

3▪ Integrate M&E and accountability systems that are compliant with HAP international benchmarks, SPHERE

and other relevant standards, as well as to Mercy Corps’ and Donors’ requirements.

▪ Help with the implementation of a Community Accountability and Response Mechanism appropriate for a FSL

program.

▪ Ensure all activities are gender sensitive and follow Mercy Corps’ Gender Equity Policy.

▪ Apply Do No Harm standards to ensure activities do not have detrimental effects on vulnerable communities.

▪ Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps

and to not jeopardize its humanitarian mission or put the team, assets and mission at risk.
