As part of the MEAL team, the MEAL Expert will have to fulfil the following tasks and responsibilities:
Design and set up the MEAL System
- Provide the required support in developing and reviewing the project(s) log frame matrix, particularly in the areas of performance indicators and their measurement
- Design and manage the implementation of project(s) MEAL plans and following up PRIMO
- Design and roll out the relevant data collection and monitoring tools as required, such as survey questionnaires, pre-post monitoring tools, PDM, KAP and satisfaction surveys, among others.
- Develop the overall framework for project M&E, for example, mid-term project review, impact assessment, final evaluation, and developing project Performance Monitoring Plan with relevant data collection systems.
- Review the quality of existing data in the project(s) subject areas, the methods of collecting it, and the degree to which it will provide good baseline statistics for impact evaluation
- Developing baseline data for each project component and for all project indicators
- Ensure that the impact of all interventions is measurable, enhancing accountability to participants, and gender equality is met.
- Routinely perform quality control checks of monitoring and evaluation work, overseeing that planned monitoring and evaluation activities are taking place across project(s)
- Collaborate with the head of projects in reviewing and preparing monthly, quarterly and final narrative reports in coordination with MEAL manager.
- Strengthening internal knowledge and learning systems to ensure documentation, sharing, and use of evidence and lessons learned across projects.
- Ensuring effective feedback, complaint, and response mechanisms are in place and used to inform program improvement.
- Support research initiatives by guiding design, implementation, and use of evidence to inform programming and strategic decisions.
- Conduct research on the ground level, develop MSNA and RNA on timely manner and train enumerators to collect data, reflecting outputs as a report to inform management about gaps and challenges in Syria.

Implementation of MEAL and Coordination
- Collect data on a regular basis to measure achievement against the performance indicators.
- Develop and manage an updated database and information management system for the project plan, indicators and monitoring activities for projects
- Monitor project activities/ output/outcome indicators and provide data against targets with consideration of project quality and provide timely feedback to supervisors and partners through written reports on a weekly/monthly/quarterly basis.
- Coordinate and facilitate lessons learned events among partners and communities to promote sharing of knowledge generated from project-level community reflections, project monitoring and evaluations to improve future program selection, design and implementation as well as improvements in existing frameworks
- Ensure all relevant MEAL information is collected according to the specified means of verifications in a timely manner.
- coordination with MEAL Officers to reconcile the IPTT and the other program MEAL requirements.
Communication and management
- Producing reports on MEAL findings monthly basis
- Checking that monitoring data are discussed in the appropriate meetings and in a timely fashion in terms of implications for future action. If necessary, create such discussions to fill any gap.
- Manage MEAL field actions in WoS and set weekly MEAL plans for the MEAL officers.
- Arrange regular MEAL meetings with partners within projects and build their capacity if needed.
Complaints Response Mechanisms (CRM)
- Mainstream the Core Humanitarian Standards (CHS) and Complaints Response Mechanism (CRM) in the project to enhance accountability.
- Ensure the appropriate tools for program accountability mechanisms, and reporting are adopted and rolled out, and functional for all project partners.
- Track and manage complaints like complaints tracking sheets and ensure that all complaints are tracked and closed timely.
- Support the project(s) staff in ensuring sufficient community participation at all stages of project implementation.
- Working closely with knowledge and learning expert to address all learning statements within the organization.
Other Duties
- Traveling to all areas of work to monitor program activities via observation and stakeholder interviews in Syria.
- Performing other duties as may be assigned by the line manager.
- Ensuring compliance for all participants and participants of the Syria program in terms of data privacy, informed and signed consent, and data protection.
- Develop visualized dashboards using CommCare and Power BI for the program.
